In order to resist the increasing competitive pressure in the domestic construction market,expand the scope of business and enhance the vitality of enterprise development,more and more Chinese construction enterprises are actively exploring overseas markets,from infrastructure construction to housing construction and other construction projects.Through the sustainable development concept of "going abroad to the world",they are constantly facing the international market competition and gradually occupying the overseas construction market by virtue of our mature experience in the construction market.In order to reduce the cost of enterprise construction management and improve enterprise profits,cost management has been paid more and more attention by major enterprises.The combination of theory and practice of cost management has been gradually improved in the construction process of various projects.Therefore,the establishment of a perfect cost management system and the advanced level of cost management have become the key factors that directly restrict the sustainable development of construction enterprises,especially in overseas project management.Therefore,in-depth study of the theories and methods of domestic and foreign scholars in cost management,to provide a complete set of cost management system for domestic enterprises,to improve the cost management system of overseas construction projects with scientific guiding concepts and advanced management methods,to continuously strengthen the process of cost analysis and assessment,to further optimize the cost control management measures in overseas projects,to guide the management of overseas construction projects from the perspective of cost management,to reduce costs and to improve construction efficiency are the themes of this paper.Firstly,the paper introduces in detail the background and significance of domestic and foreign scholars’ research on overseas project construction project management and project cost management,and then elaborates the current research methods and research ideas of project cost management,and defines the research theme and direction of the paper.This paper introduces the formation and development track of relevant theories in two aspects of project management and cost management respectively,introduces in more detail the principles and common methods of project cost management,and analyzes the development trend of cost management theory under the current situation,which provides a theoretical basis for the following construction project cost management.Secondly,Guangzhou First Construction Group and Fijian Rugby Field A Project are briefly introduced,the measures and methods adopted by Guangzhou First Construction Group as the first time to undertake the cost management of overseas projects are elaborated,and the current cost management status of overseas projects of construction enterprises is analyzed.Through the analysis of the cost management factors in the construction process of Fijian Rugby Field Project A,it is concluded that labor cost,machinery usage fee,material cost,measure cost,political environment,safe and civilized construction,capital and construction period are the main factors affecting the project cost expenditure.In addition,the measures taken in the cost management process of Fiji project are analyzed in detail.After the cost target assessment and summary,the source is found for further improving the project cost management.Finally,the article analyzes the difficulties encountered in cost management in actual cases,and puts forward cost management measures for the deficiencies in the cost management process.Then,through the actual situation of project cost control in Fiji,the overall deployment of project cost management is carried out,and an overseas project cost management system is established.Finally,through optimizing the cost management focus,countermeasures are proposed for the major and difficult problems in cost management of actual projects,and the effect of implemented cost control measures is analyzed.The cost management experience of overseas projects is summarized,which provides cost management experience for similar overseas projects in the future,and contributes to the further expansion of overseas construction market and the improvement of cost management capability and market comprehensive competitiveness of enterprises involved in overseas project construction.
