In recent years,the pace of China’s construction enterprises to expand overseas markets has accelerated significantly,and the volume of contracted overseas EPC projects has maintained rapid growth for many years.However,at the same time,unreasonable organization,backward management methods and lack of professional talents,the low cost management level directly led to poor engineering economic benefits.Serious losses have brought enormous challenges to the construction industry in China.With the increasingly fierce competition in the international EPC engineering market,it is urgent to improve the cost management level of overseas EPC projects of Chinese construction enterprises.This paper analyzes the components,characteristics and influencing factors of overseas EPC project costs,and recognizes the complexity of improving the cost management level of overseas EPC projects.Then,by means of questionnaire survey and expert interview,this paper summarizes the problems existing in overseas EPC project cost management of Chinese construction enterprises,and deeply analyzes the causes of the problems.In order to find the reasonable solution,the author applies the method of comparative analysis,by studying the Fluor,Bechtel and Japan Taisei three international high quality construction enterprises in overseas EPC project cost management experience,which helps the beneficial enlightenment of building enterprise development in our country,for the next step to improve our country construction enterprise overseas EPC project cost management level to provide a reference.Guided by the theory of total cost management and lean management,the author puts forward Suggestions for Chinese construction enterprises to strengthen the overall cost management of overseas EPC projects.Its specific content includes "three integrity and one integration",to improve the total factor cost management,including the risk,quality,progress,safety,environment and other cost-related factors.Establish the whole process cost management,vertically cover the whole life cycle of the project;Strengthen the team building of all members,encourage and call on all personnel to participate in cost management,and improve the coordination among each other;Strengthen multi-party cooperation and build a cost management information platform.Based on the theory of comprehensive cost management,this paper aims to improve the level of overseas EPC project cost management of China’s construction enterprises,explore the way,and provide reference.
