Research On Risk Evaluation And Control Of Dispatch Operation

Following the development of my country from a major civil aviation country to a powerful civil aviation country,the number of civil aviation aircraft and the number of transport takeoffs in our civil aviation continues to rise,and the route network is more complicated.Dispatch operation is an important part of the civil aviation flight.It is necessary to evaluate the release conditions before taking off and monitor the flight status during the flight.Therefore,the safety management capability of dispatch operation has an important effect on the flight safety of civil aviation.Therefore,the research on risk evaluation and control of dispatch operation is very important and imminent.Using the five modules of the SHELL model,namely human,human-human interface,human-environment interface,human-soft interface and human-hard interface,four work processes of dispatch operation are used to identify hazards,and a hazard source list containing100 hazards has been established.Based on the principle of risk evaluation index construction,a dispatch operation risk evaluation index system including 5 secondary indicators and 18 tertiary indicators was determined.Using the triangular fuzzy network analysis method,the dispatch operation risk evaluation model was constructed,and each risk was calculated.The weight order of the factors.The order of weight from high to low is as follows: lack of ideological awareness of dispatchers,poor personal dispatching skills,poor dispatch operation flight environment,poor communication and coordination skills of dispatchers,insufficient job competence of dispatchers,there are defects in dispatchers operation information management,human error of dispatchers,poor mental health of dispatchers,poor dispatch operation system equipment,poor navigation facilities and equipment,unsuitable dispatch operation working environment,insufficient dispatch operation education and training,there are defects in dispatch operation management,unreasonable dispatch operation rules and regulations,poor aircraft condition,poor physical condition of dispatchers,low degree of cooperation of dispatchers,and illegal operations by dispatchers.According to the ranking of weights,it is proposed to improve the ideological level of dispatchers,strengthen the training of dispatchers’ skills,improve the access standards of dispatchers,strengthen dispatch operation information management,establish and implement dispatch operation supervision and inspection mechanisms,and pay attention to the construction of safety culture in dispatch and operation departments and the attention to the physical and mental condition of dispatchers are targeted to suggest measures.
