At present,with the continuous improvement of the living standard of urban residents,people have higher and higher requirements for living and working environment,and the urban water system environment has undergone earth-shaking changes.Urban water system is the image window of a city,and the waterfront space of urban water system is an important content of urban development and construction,which plays a huge role in improving the image of a city,improving the living environment and protecting the ecology.The development of urban water system in different areas is not balanced,and there are all kinds of problems.The contradiction between people’s demand for a better urban environment and the current situation of urban water system is gradually prominent,and the construction of urban water system is in urgent need.The urban water system construction project is complicated,many factors are considered,and involves a wide range of areas.Therefore,this paper carries out the evaluation study on the effect of urban water system construction to provide reference for the decision-making and selection of the construction plan.The main work and achievements are as follows:(1)Establish the evaluation index system of urban water system construction effect.By analyzing the engineering characteristics of urban water system construction and combining with the existing research results,18 related indexes are summarized preliminarily,and the meanings and functions of each index are explained.On this basis,with the help of experts to score the importance of indicators,pareto analysis method is used to select indicators with the cumulative frequency of0-80% as important indicators,and an evaluation index system including 3 first-level indicators and 10 second-level indicators is established,and the quantitative method of indicators is proposed.(2)Calculate the composite weight of the evaluation index.AHP is used to analyze the relative importance degree among the indicators and calculate the subjective weight of the evaluation indicators.The entropy weight method is used to calculate the objective weight of the evaluation indicators combined with the engineering case of this study.Finally,by comparing the subjective and objective weights combined with the commonly used "addition" integration method and "multiplication" integration method,and referring to relevant literature research,the linear weighting method with the same degree of subjective and objective importance is selected to calculate the composite weight of the evaluation index.(3)Put forward the improved TOPSIS method and evaluate the effect of urban water system construction.The problems existing in traditional TOPSIS method are analyzed from the theoretical perspective,and the improvement method is proposed combining with the actual situation of hydraulic engineering.That is,the central point is proposed on the basis of the original positive ideal point and negative ideal point,and the sum of the weighted distance between the point and all alternatives is the minimum,forming the three-reference point TOPSIS evaluation method.Combined with the evaluation index system and weight analysis,the evaluation model of urban water system construction effect based on the improved TOPSIS method was constructed,and the rationality of the improved method was verified by existing cases.Finally,the evaluation model was applied to a county urban water system construction project to determine the optimal scheme and guide the engineering practice.
