Water resource carrying capacity is an important component of a variety of nature resources carrying capacity in the course of national or regional sustainable development. The purpose of analyzing water resource carrying capacity is for the sake of exploring the relation of water resource, economy and population, and rationally, fully utilizing water resources,consequently, to make economy building and water resources protection synchronously progress, to accelerate social and economic sustainable development.The paper examined the relation of water resource and its carrying capacity with sustainable development, discussed water resource carrying capacity theory, which may offer reference for future systematic study of the carrying capacity theory.It is important to build evaluation index system of water resources carrying capacity, of which the core is reflecting "resource-society-economy-entironment" with what index system. Based on factors influencing on water resource carrying capacity, the paper set up the chosen index system of water resource carrying capacity from five aspects with the classified method, which brought forward handling grey-relating model to analyse and filtrate the chosen index, confirmed evaluation index system that adapted to regional characteristics.Based on analysis and comparison manifold comprehensive evaluation methods, thepaper chose the method of multi-objective decision--osculation value method, appliedindex system that had been built to evaluate urban water resources carrying capacity. The paper went along rank to 8 cities'water resources carrying capacity in Heilongjiang Province. The results were satisfying. It is hoped that the methods can offer some foundation for management and decision-making.Fanally, the paper discussed research areas about water resources carrying capacity that might offer considering direction for the more deep studies in this field in the future.
