Research On Urban Physical Examination In Liangjiang New Area Of Chongqing Based On Green Development

At present,my country’s social development has entered a new stage.Promoting the green development of urban construction and striving to build an ecologically civilized society has become the theme and trend of my country’s future social and economic development.In order to improve the quality of urban construction,improve the urban governance system,and achieve national ecological construction,the state has begun to establish an implementation supervision and management mechanism of "one-year inspection and five-year evaluation".Urban physical examination is a dynamic,real-time and procedural city construction implementation supervision and innovation mechanism,which can grasp the status of urban green development in real time and solve problems in time.However,the current urban physical examination in my country is still in its infancy,and the theoretical research and technical methods of urban physical examination are not perfect.Therefore,this article takes Chongqing Liangjiang New Area as an example to study the indicator system and implementation feedback mechanism of the urban physical examination of the natural ecological environment elements of the new urban area.This article mainly conducts research from two aspects: the practical experience of urban physical examination at home and abroad,and the types and development history of urban physical examination in my country.The results found that the dynamic monitoring of foreign cities is comprehensive and systematic,and its monitoring content is more inclined to the direction of the natural ecological environment.At the same time,there are certain commonalities in the technical framework,indicator system and data collection.The urban physical examination of domestic cities is divided into two types: goal-oriented and problem-oriented.On the one hand,it focuses on the organization and implementation mechanism,and on the other hand,it focuses on the monitoring index system of urban characteristics.The main basic framework assumes the main position,guarantees the orderly progress of planning implementation and supervision,and promotes the improvement of the implementation and supervision mechanism based on urban physical examination.Based on the above two aspects of research and analysis,using a combination of quantitative and qualitative methods to analyze the correlation strength of the natural ecological environment element monitoring indicators in the new urban area,a 12-management-type and five-guidance-type annual urban physical examination indicator system for the new urban area has been established;The relationship between administrative organizations,the supervision and management system,and laws,regulations and policies establish a feedback mechanism for the implementation of urban physical examinations for the green development of new urban areas.Finally,through the urban physical examination analysis of the green development of the natural ecological environment elements of the Liangjiang New Area,the implementation effects of monitoring indicators such as air quality,surface water quality,urban park construction,forest coverage,and green space rate in the built-up area are evaluated.In view of the results of the urban physical examination in Liangjiang New Area,on the one hand,it is proposed to establish a dynamic monitoring and early warning information platform for the green development of the Liangjiang New Area,and on the other hand,to establish a clear administrative relationship,supervision and feedback system and legal protection system for the implementation of the Liangjiang New Area’s urban physical examination implementation mechanism.In this way,it provides certain theoretical guidance and practical experience for the urban physical examination of the green development of new urban areas in my country.
