Research On Operation And Management Mode Of Urban Rail Transit PPP Project

With the continuous development of public transportation infrastructure in China,urban rail transit construction has become the focus of Chinese governments.Due to the characteristics of large investment amount,high construction difficulty,long operation cycle,and difficult operation management,urban rail transit infrastructure projects are difficult to achieve rapid development and promotion only by local governments,and cannot meet the needs of urban infrastructure development.With the introduction and development of the PPP model,with its unique advantages,the PPP model can effectively complement the advantages of the government and the social capital side and achieve win-win cooperation.Government agencies can introduce the construction management experience of the social capital side to activate market competition.At the same time,revitalize project investment and relieve financial pressure.At present,a number of domestic urban rail transit PPP construction projects have been carried out or are about to start operations.At the same time,cities represented by Tianjin have also completed the first domestic PPP projects in 2021 landing(Tianjin Metro Lines 1,2 and3).Obviously,the practical research on the operation of urban rail transit PPP projects has become an important part of PPP projects,and the rationality of its operation mode is a key factor affecting the success of PPP project operations.In order to scientifically identify and improve the operation modes of different urban rail transit PPP projects,improve the specific operation modes,and improve the operation quality and efficiency,this paper conducts a classification study on the operation modes of PPP projects.First of all,this paper sorts out the relevant research literature on the operation mode of urban rail transit PPP projects in my country,and sorts out the operation characteristics of urban rail transit itself and the operation characteristics of urban rail transit PPP projects in detail.The classification of operation mode,and the actual PPP project operation example is given,and the advantages and disadvantages of different cooperation modes are compared and analyzed.Secondly,based on the research method of evolutionary game theory,this paper takes government departments and social capital as the main players of the game,and conducts evolutionary game research on different operation modes.According to the replication dynamic system of evolutionary game,quantitative analysis is made on the game strategy and game equilibrium analysis of the government and social capital in different operation modes in the PPP operation process of different urban rail transit.Finally,based on the analysis of the evolutionary game stability of different operation modes,the government,social capital and other operating enterprises in different operation modes are put forward to improve management suggestions for different operation modes of PPP projects.
