Investigation On The Construction Of Beautiful Villages And The Development Projects Of Quanzhuang Town In Yishui County Of Shandong Province

The construction of beautiful village is an important national policy of agricultural and rural development in China at present.Therefore,the empirical research in this field has important practical significance and practical value.Taking Yishui County of Shandong Province as an example,this paper studies the system of beautiful villages construction in the whole county,and studies the case of the beautiful village construction in Quanzhuang town,in order to sum up the experience,find out the existing problems and put forward the countermeasures.It can provide reference of the construction of beautiful villages for other similar areas.Over the past two decades,Yishui County has actively responded to the country’s policies of new rural construction,rural ecology civilization construction,and building beautiful villages.Through the implementation of the polices it achieved remarkable effects in transport,tourism,village governance,industrial and rural governance and other aspects.Because of the extensive rural areas in Yishui County,the development of agriculture and rural areas is still the bottleneck restricting the overall development of the county’s economy and society.It is found that there are still some problems such as unsound mechanism,lack of overall planning,low degree of industrial integration,lack of infrastructure,loss of agricultural labor force and lack of rural functions.In order to speed up the beautiful villages construction,Yishui County has formulated a special plan for beautiful villages,which quantifies 35 indicators related to production,life and ecology.Through the rationalization of rural spatial distribution,It strengthens institutional supply,reshapes urban-rural relations and creates a new urban-rural integration spatial pattern.On the basis of field investigation,150 respondents were investigated by random questionnaire in three typical villages Yinjiayu,Dianping and Shipeng of Quanzhuang town.The results show that the village of Yinjiayu,Dianping and Shipeng have achieved good effect of beautiful village construction through the comprehensive improvement of environment,the development of leisure tourism and the protection of traditional villages.However,it is found that the three villages still have deficiencies in ecological livability,infrastructure,tourism development,social security and rural governance.Based on the summary and typical investigation of the beautiful village construction in Quanzhuang town,the concept plan of the beautiful village construction with the rural construction layout and agricultural modernization as the core has been worked out.It includes strengthening infrastructure construction,creating ecological and livable rural environment,promoting rural development with the integration of tertiary industry,upgrading the level of agricultural and rural modernization,establishing and improving the mechanism of talents flowing to rural areas,and training talents for rural construction.We will invigorate idle land and accelerate the establishment of a security mechanism for rural land usage.We will make overall plans to integrate agricultural funds and establish a sound investment system.We will improve the medical insurance system for urban and rural residents and do a good job in providing relief to farmers suffering from major diseases.
