Research On Waterlogging Control From The Perspective Of Collaborative Governance

In recent years,with the rapid development of urbanization,"heavy rain will cause waterlogging" has become a "stubborn disease" that plagues many cities.In July 2021,Zhengzhou,the capital of Henan Province,China’s most populous province,suffered a rare heavy rainstorm.In the following months,Hubei,Shanxi and other places also experienced extreme heavy rainfall,causing serious waterlogging.The problem of urban waterlogging control in my country has once again become a frontier.the problem.The control of urban waterlogging is related to the safety of people’s lives and property.It is not only a major livelihood project,but also a major development project.It is imperative to strengthen urban waterlogging control and bid farewell to the phenomenon of "city looking at the sea" as soon as possible.In order to speed up the treatment of urban waterlogging and solve the problems of insufficient natural storage space and lagging construction of drainage facilities,the General Office of the State Council will issue the "Implementation Opinions on Strengthening Urban Waterlogging Management" in 2021,proposing to conscientiously implement Xi Jinping’s ecological civilization thought,based on the new stage of development.Implement new development concepts,build a new development pattern,regard cities as organic life,and according to the requirements of building sponge cities and resilient cities,implement measures according to local conditions and cities,and improve urban flood control and drainage capacity.As a new mode of transforming traditional urban development in my country,sponge city construction is also a new concept of sustainable development that combines ecological civilization construction and waterlogging management.Guangzhou,as one of the main areas of sponge city construction in the southern region,has many rivers and lakes,obvious meteorological and hydrological characteristics,and prominent urban construction problems.From the perspective of collaborative governance theory,this paper takes urban waterlogging management as the entry point,and takes the construction of sponge city in Yuexiu District,Guangzhou as the starting point,adopts the case study method,combines questionnaire survey,interview and field research to analyze the current situation of waterlogging in Yuexiu District,Guangzhou City and its actual situation.The dilemma encountered by the government in the management of waterlogging,it is concluded that the essential problem is that the coordination mechanism between government departments is not perfect under the waterlogging management model,the government lacks the coordination and co-governance with the external society,and there is a lack of certain supervision and technical support in the governance process.support.The reasons are mainly reflected in the imperfect coordination mechanism,weak social autonomy,single source of funds for governance project,and weak formulation of laws and regulations.In response to these problems,combined with the actual situation of Yuexiu District,Guangzhou,try to put forward the following governance countermeasures,which can provide reference value for the waterlogging control in other similar cities in China: First,take the government as the leading role and coordinate with multiple parties to improve governance efficiency;second,improve joint supervision and evaluation,and optimize the waterlogging control mechanism;third,strengthen water control technology and facility management to improve waterlogging management capabilities.
