The Research On Waterlogging Control In Kunming Wuhua District

Kunming is a large and medium-scaled new first tier city as well as the capital city of Yunnan Province in Southwest China.It has increased the difficulty of management with the quick development of urbanization.At the same time,the management of public facilities in the main urban area is increasingly difficult.However,with the continuous expansion of the city,the urban drainage system has become an indispensable major infrastructure in China’s urbanization development.In recent years,the problem of urban waterlogging has become increasingly prominent.Kunming has suffered from urban waterlogging of various degrees and levels in succession.On the other hands,the problems left over by history also need to be dealt with urgently.Urban flood disaster prevention and control must be re planned as a whole.Geographically,Kunming is surrounded by mountains on three sides,waters through mountains need to pass by the city to enter into Dianchi Lake.The safety of urban drainage and waterlogging prevention is facing serious challenges.At the same time,the governance of Dianchi Lake is one of the important tasks of Kunming.As a megacity,Kunming has low average per capita water resources.In short,Kunming is faced with severe challenges from three aspects: water shortage,serious waterlogging and great pressure on water environment protection.In this context,how to improve the quality of public drainage facilities is of great significance for the study of urban drainage management in Kunming.Although Kunming is generally a resource-based water shortage city,due to its special geography,terrain,hydrometeorological conditions and complex river systems,urban flood disasters occur frequently.Today,some urban public facilities still pay less attention to "face" than "li"-the drainage system as the urban infrastructure fails to keep up with the pace of urban development and construction,resulting in "urban disease"-waterlogging,mountain torrents,etc.After heavy rain,which seriously damaged the city,directly endangered the public health,affected urban transportation,and the image of the municipal government.Finally,it will have a negative impact on people’s livelihood and bring economic losses to the country.With the development of the city,the demand for drainage system and emergency disposal is increasing,and the task of drainage system management is becoming more and more important.It is urgent to get rid of the "urban disease" of waterlogging in the main city.With information retrieval,contrastive analysis and questionnaire survey,this paper expounds the water system of Kunming,Wuhua District,which illustrates the drainage system how to compose of rainwater,surface water,groundwater,water supply and drainage itself,and to analyze waterlogging prevention and drainage management from administrative,financial and technical aspects.Combined with the social behavior of the government,citizens and society,it analyzes how to improve the social governance mechanism,public facilities management and other aspects.Taking Wuhua District as an example,by comparing with different areas in the main city,from the aspects of public facilities transformation and improvement,collaborative governance improvement,new technology,etc.,we have found solutions to the construction of drainage pipe network in Kunming,flood control emergency response,waterlogging prevention and control by combing through reference suggestions,and putting forward some suggestions and thoughts for the development of Kunming drainage system and the improvement of public service quality.
