The report of the 20 th CPC National Congress pointed out that: strengthen the coordination mechanism of national security work,improve the national security legal system,strategic system,policy system,risk monitoring and early warning system,and national emergency management system,improve the security guarantee system in key areas and the coordination and command system for important special projects,and strengthen the construction of security guarantee systems in economy,major infrastructure,finance,network,data,biology,resources,nuclear,space,and ocean.With the construction and economic development of the city,the urban waterlogging problem is a persistent and increasingly serious problem.The emergency management of urban waterlogging is very important in the waterlogging treatment,which directly affects the people’s sense of gain,happiness and security of life.It can be seen from the Action Plan for the Construction of Urban Drainage and Waterlogging Prevention System in the "Fourteenth Five-Year Plan" jointly issued by the Ministry of Housing and Urban-Rural Development,the National Development and Reform Commission and the Ministry of Water Resources that emergency management is an important aspect and key factor of urban waterlogging control,and is a cross-regional,cross-level and cross-sectoral system project.This paper analyzes the "one case,three systems" of urban waterlogging emergency management in Wuhua District of Kunming City from the perspective of overall governance.Through the research of the "one case,three systems" of urban waterlogging emergency management through literature research,statistical analysis of questionnaire survey and field interviews,the following problems can be found basically: First,the fragmentation of urban waterlogging emergency system,mainly manifested in the fuzzy management boundary of the government and the imbalance of powers and responsibilities;The second is the fragmentation of the urban waterlogging emergency mechanism,which is mainly manifested in the poor operation and difficulty in the process of mechanism operation;The third is the fragmentation of the urban waterlogging emergency legal system,which is mainly manifested in the lack of sound legal system and difficult to implement in place;Fourth,the fragmentation of the urban waterlogging emergency plan is mainly reflected in the lack of standards in the plan and the inconsistency with the actual operation.And from the organizational level,the individual level and the social level,it analyzes the underlying logical reasons,and then puts forward the following suggestions: first,unify the emergency objectives;The second is to strengthen the government,market,society and other emergency forces,and promote the coordinated and co-governance of multiple subjects;Third,establish a digital platform for urban waterlogging emergency management,give full play to the role of the platform in integrating comprehensive resources,and promote decentralized emergency to integrated emergency;Fourth,the incentive system,accountability system and fault-tolerant system are organically unified and complement each other to jointly promote the emergency management personnel to play their fighting power,creativity and cohesion.The innovation of this paper is to integrate the integrated governance theory with the "one case,three systems" of urban waterlogging emergency management,analyze the problems and reasons of the "one case,three systems" of urban waterlogging emergency management in Wuhua District from the perspective of integrated governance,and put forward suggestions for improvement,so that the integrated governance theory runs through the whole paper,and the content of the paper is very consistent with the topic of the paper.
