New energy vehicles are gradually entering the daily life of every family.While enjoying the speed caused by new energy vehicles,the comprehensive treatment of working batteries of new energy vehicles after retirement is also gradually reflected.Looking at countries in all regions of the world,many countries have successively promulgated and implemented relevant national development regulation strategies and reference standards to deal with the comprehensive treatment of retired new energy vehicle working batteries;At the same time when China comprehensively promoted automobile electrification,it also successively promulgated and implemented many national development regulation strategies.Taking Chengdu as a practical application case,up to now,the number of new energy vehicles in Chengdu market has exceeded225000,and the formed waste working batteries have exceeded 15000 tons.However,the corresponding recycling mechanism system has not grown up.For a long time,not only will it not save various rare metal material resources,but it will cause great ecological environmental pollution and damage to the natural ecological green environment.How to better determine management policies and implement management policies is an examination of the governance ability of government management departments.The core point of this paper is the implementation of recycling and reuse of automotive power working batteries.Taking Chengdu as a detailed area,the author comprehensively summarized the four elements of the standard model for the implementation of Smith’s management policy through the observation and conversation communication method using the reference data and literature analysis research method,survey questionnaire and survey analysis research method,and pointed out the outline of survey questionnaire analysis and conversation communication by referring to relevant papers,Collect and analyze the final results.Analyze and study the main problems arising from the implementation of management policies from multiple levels,such as the content of management policy information,implementation organization,development target groups,and implementation basic conditions.At the same time,further study and analysis of the problems.Similarly,through the establishment of optimization and improvement methods and supply management policy recommendations of several constraint influencing factors in the implementation of Smith’s management policies,we can improve the effect of management policy implementation,We will improve the level of allocation and combination of material resources,and give full play to the role of comprehensive management of grass-roots society.This paper is composed of six parts.The first part discusses the historical background and significance of the analysis and research,the current global analysis of the actual situation,the main ideas and research models of the research and analysis,the main contents of the analysis and research,and the highlights of innovation and reform.It uses the reference data literature analysis and research method,the survey questionnaire analysis method,the observation and conversation communication method,and the Smith management policy implementation process standard model to analyze and research this paper.The second part is theoretical imitation reference.The information content of the basic concept principle "New Public Integrated Service Theory,Governance Theory,Smith Management Policy Implementation Process Standard Model" and the significance of imitation reference guidance for this article are discussed.The third part is the actual situation of the implementation of the governance and management policy of Chengdu urban public community.The fourth part is the research and analysis of the main problems and causes existing in the implementation of Chengdu urban life public community governance management policy.It summarizes the main problems existing in the implementation of Chengdu automobile power working battery recycling management policy from four aspects: implementation subject,implementation mode,implementation specific content,and implementation results.The fifth part is a reference of global practical experience imitation.It is a summary of the relevant practical experience of the implementation of the recycling management policy of automotive power working batteries from both domestic and foreign perspectives in combination with the project topic.The sixth part is the suggestions on how to optimize and improve the implementation of Chengdu’s management policy on recycling and reuse of automotive power working batteries.It is aimed at the main problems raised in Chapter 4.According to the global practical experience summarized in Part 5,the comprehensive design of the solution strategy is carried out from the four distribution dimensions of the implementation of the management policy.Part 7 is the summary and expectation of the analysis and research.
