Study On The Public Participation Process In The Protection Of The Old City Of Beijing From The Perspective Of Multiagent Game

After the publishment and implementation of relevant laws and regulations such as historical cultural protection zone delineation laws,style protection laws and property laws and the abolishment of demolition regulation,the mode of Beijing old city renovation has experienced an integral changes and substitutethe previous wayof large demolition renovation,especially in the way of reserve district renovation.It pays more attentions to the views of residents and units in the district during the process of old city renovation so thatan organic renewal,progressive transformation has achievedan unprecedented concern.The local government,enterprises and all sectors of society are trying to explore an effective mode for Beijing old city renovation under this new normal.However,there are still many problems in the public participation in the process of old city reserve renovation,which in some extent leads some social and economic problems.This paper aims to establish a sustainable renovation mode of Beijing old city reserve by making a comparative study of public participation station in Beijing reserve renovation in recent years.Basing on public policy attributes cognition of urban planning,this paper aims to construct a multi-agent game systematic model to improve public participation in the protection of Beijing old city by using theories of political system model and advocacy coalition theory in political science and policy science.Through lateral comparison between systematic elements and their contacts of each cases,it develops the effects and importance of different dominant modes in old city renovation practice and refines the main problems of public participation in each case.Combining with political science,policy science and the game theory,it builds up a benign and effective multi-agent game mechanism to improve the public participation mode in old reserve renovation.
