Government procurement is an activity with a history of more than 200 years,and it is an important control method for government fiscal expenditure in the era of market economy.Although China’s government procurement started later than Western countries,with the continuous development of our country,the scale of government procurement is gradually expanding,and the procurement system is gradually improving,procurement management is becoming more scientific,purchasing efficiency has improved significantly,government procurement has played an increasingly important role in economic development,and it has also received extensive attention from the government,enterprises and society.While developing rapidly,we can also see,due to the short development time,our country’s government procurement mechanism is not yet sound enough compared with the advanced western countries,it’s still a lack of experience in government procurement practice and the governance by law,the government procurement talent team has not yet been completed,and the development of government procurement still has a long way to go.The topic of this article is the research on government procurement issues of Tianjin Maritime Safety Administration.Based on a comprehensive summary of the development history and development status of China’s government procurement,using literature research method,questionnaire survey method and comparative analysis method to analyze and study the government procurement management of Tianjin Maritime Safety Administration.First of all,sort out the scale and effectiveness of government procurement of Tianjin Maritime Safety and Administration in the past five years,then,combined with the results of the questionnaire,it is analyzed that the government procurement work has imperfect supporting systems,high procurement prices,the quality of employees needs to be improved,procurement efficiency is low,supervision has not fully played its role,and the use of information platform construction is poor and Budget preparation needs to be improved,etc..On the basis of further analysis of the cause of the problem,the author draws on the advanced experience of government procurement in the United States,Singapore and other countries and Hangzhou and other regions in our country,combined with the actual situation,giving play to the policy guidance function from eight aspects,such as implementing the government procurement mall supply system,reducing procurement prices through multiple channels,strengthening the construction of talent teams,building high-quality procurement teams,improving process systems,improving procurement efficiency,and strengthening government procurement Supervision,internal and external supervision work together,expand e-government,develop modern government procurement,improve budgeting,improve the construction of the internal control system and strengthen the internal control of government procurement.Summarized the countermeasures and suggestions for promoting and strengthening the government procurement work of Tianjin Maritime Safety Administration,so as to promote the improvement and strengthening of government procurement administration of Tianjin Maritime Safety Administration.
