| At present,there is a shortage of professional and technical talents at the grassroots level in water conservancy.The problems of "difficult to introduce and retain" talents and lack of professional and technical capabilities are prominent.It is urgent to establish a long-term channel to supplement grassroots talents.In 2016,the Ministry of Water Resources took the lead in the pilot exploration of targeted training of grassroots water conservancy talents in Qinghai.In 2020,Guangxi,Hunan and other places will successively carry out deepening practice and achieve good results.Its training experience has been promoted by the Ministry of Water Resources throughout the country.Under the background of the new era,how did the policy of targeted training of grassroots water conservancy talents emerge and achieve the goal of "attracting,retaining and using talents well" ? What is the reason behind it? Due to the late start of the training mode of grassroots water conservancy talents,there is less academic research on this type at present,which mainly focuses on empirical introduction and focuses on the facts.The academic interpretation of the policy model needs to be strengthened.For this reason,this research plan adopts three levels of "policy review,case analysis and problem suggestions",taking Guangxi as an example,to study how the targeted training of grassroots water conservancy talents is feasible.Based on the current situation and problems of grassroots water conservancy talent team,this study reviews the policy process of targeted training of grassroots water conservancy from the perspective of institutional change,explains the necessity and feasibility of the policy,and believes that the experience of targeted training of education and health industries provides path dependence for water conservancy.The "political potential" promoted by the government at a high level has boosted the implementation,improvement and national promotion of policies in Guangxi and other places.Based on the questionnaire survey,interview and data analysis of policy related stakeholders,the theory of human resource development in public sector and the theory of human resource management in public sector are used to analyze the selection,training and assessment,appointment and incentive of targeted talents.It is believed that the design of targeted training policy in Guangxi matches the social reality and the needs of various stakeholders in talent training,and has recruited excellent students,We have trained targeted students who meet the needs of grassroots water conservancy departments and added grassroots water conservancy talents who can "go down and stay".Aiming at the main problems existing in the policy implementation process,combined with the demands of various interest subjects,this paper puts forward optimization suggestions from the aspects of policy design,preparation,fund implementation,talent follow-up training,etc. |
