The competition of society in the 21st century is mainly the competition of talents.For the maritime undertaking,talent cultivation as well as the construction of highly-qualified personnel is the basic guarantee for its smooth development of functions and promotion of its core competitiveness.Establishing a talent training system that is in line with the actual work of Hebei Maritime Safety Administration and building a talent selection and training system that meets the needs of Hebei Maritime Safety Administration has a positive meaning and function for improving the specialization and service standardization of Hebei Maritime Safety Administration functions and functions.The improvement of management and service level of Hebei MSA mainly depends on the construction and development of the talent team.Although Hebei Maritime Safety Administration has made some achievements in personnel training,it mainly explores the mechanism of talent classification training,improves the talent incentive guarantee system,the gradual formation of a training system and the remarkable effectiveness of maritime professionals training.However,due to the current emphasis on the construction of Hebei MSA talent shortage and talent incentive mechanism is not perfect and other issues are relatively outstanding,which for Hebei Maritime Safety Administration talent pool improvement and comprehensive services and management capabilities have caused serious obstacles,resulting in Hebei In the process of personnel training,the MSA has some problems in system planning of personnel training of Hebei Bureau of Maritime Affairs,the urgent need to optimize the internal personnel training environment for the MSA,the imperfect incentive mechanism of the MSA.the imperfect education and training system for marine personnel,and the training of maritime professionals Mechanism is not perfect and so on.The main reasons leading to the above problems include the talented personnel training system in the form of a relatively lagging behind the concept of personnel training and self-cultivation of talents is not strong sense of initiative in three areas.On the basis of the above research,this paper puts forward the improvement tactics of personnel training of Hebei Maritime Safety Administration based on it,including making clear the objectives of personnel training of Hebei Maritime Safety Administration,formulating the scientific talent training plan,perfecting the encouragement mechanism of personnel training of MSA,innovating and improving education and training System and establishment of maritime professionals classification training mechanism five aspects.The research content of this article includes the internal personnel training status of Hebei Maritime Safety Administration and the problems and causes in the process of personnel training.It is based on the learning organization theory and the hierarchy of needs.At the same time,the successful experience of personnel training in the maritime sector at home and abroad was combined to propose a targeted improvement strategy for the development of personnel training in the Hebei Maritime Bureau,in the hope that it can promote the smooth development of maritime affairs in Hebei and the improvement of the management of maritime comprehensive services.
