Research On The Optimization Of Railway Xternal Safety Environment Governance In B City Of Guangxi From The Perspective Of Collaborative Governance

The railway safety guarantee is facing severe test when the railway develops with high speed,high quality and large-scale.In recent years,there have been a number of railway traffic accidents and incidents caused by the external safety environment of the railway,which seriously endanger the normal transportation safety of the railway,and also cause inestimable losses to the country and the public,causing widespread concern in the society and high attention of government leaders at all levels.Although some achievements have been made after several years of exploration,the governance effect needs to be improved due to the complex and diverse factors affecting the external safety environment of railway and the numerous subjects involved.Therefore,on the basis of the existing governance achievements,it is necessary to constantly summarize the experience,optimize the governance countermeasures,and improve the governance level and efficiency of railway external safety environment.This paper selects B City in Guangxi Zhuang Autonomous Region as a typical case study object,and adopts case analysis,comparative analysis,field observation and interview methods to optimize the governance of railway external safety environment under the guidance of collaborative governance theory.Firstly,the relevant literature on railway external safety environment governance is collected and sorted out,the specific implementation situation and research process of railway external safety environment governance at home and abroad are mastered,relevant concepts are defined,and the theory of collaborative governance is elaborated.Secondly,it summarizes the basic situation of the external safety environment governance of the railway in B city,and analyzes the shortcomings and causes of the external safety environment governance of the railway in B city from the perspective of collaborative governance theory.Finally in some rail at home and abroad for reference,the external security environment governance,on the basis of successful experience,combined with China’s national conditions and actual B city,the perspective of collaborative governance theory to put forward to foster pluralism participation main body and play a role,handle the relationship between the coordinated management between different subjects and further improve the coordinated management safeguard measures of the construction management of optimization countermeasures and Suggestions,It provides reference for improving the governance effect of B city and also provides reference for other regions in China to develop the governance of railway external safety environment.
