Research On The Community Governance Strategy Of Urban Old Community From The Perspective Of Collaborative Governance

With the acceleration of chinese urbanization process,the direction of urban development has gradually shifted from "increment"to "quality improvement".As the community-level governance unit of our society,community governance is also regarded as the "last mile"of urban governance.With the development of cities in the new era,the traditional community governance system no longer adapts to the current social development.The community governance system urgently needs to find new changes and innovations.In 2021,China has established a well-off society in an all-round way,and the governance of old urban communities has gradually exposed many problems in the people’s growing needs for a better life.Therefore,focusing the research scope of community governance in old communities is an important topic to be explored in future community governance.This research explores the practice methods of community governance in old urban communities,and establishes a resident satisfaction evaluation index system based on Importance-Performance Analysis.The research adopts qualitative and quantitative methods such as in-depth interviews,questionnaires,empirical analysis,and analytic hierarchy.From the perspective of collaborative governance,the governance practice methods of old communities in cities,combined with the comparative analysis of residents’satisfaction evaluation results,explore the current governance deficiencies and difficulties in community governance of old communities,and propose effective governance strategies.The research first conducts a thorough investigation of the old communities in Huli Street,and selects four types of communities with different characteristics according to different governance backgrounds as research cases,based on the theoretical connotation of multiple governance entities,collaboration among governance entities,and collaborative governance strategies based on collaborative governance Analyze and summarize the governance practices of each case community from three aspects:governance background,major and difficult issues,and governance methods.Secondly,from the perspective of residents,construct a resident satisfaction evaluation index system,use the I PA analysis method to comprehensively analyze the weight(importance)of each evaluation index and the quantitative results of satisfaction,and take the common and individual characteristics of the evaluation results as orientation,explains the governance challenges that the community is currently facing.Finally,combining the previous practical governance methods and evaluation results,respectively propose governance strategies that have a certain breakthrough in the current governance situation,such as "improvement of social organization","construction of professional governance",and "intelligent full coverage".Common governance strategies;individual governance strategies of "developing community hub organizations","regulating the main power and responsibility system","widening residents’ participation channels",and "improving the supervision and evaluation system and interest coordination mechanism"for various communities.
