Research On Cooperative Governance Mechanism In Maritime Management

In modern society with diversification, and complex characteristics, especially during Chinese society transition period, the government is facing lots of issues need to be solved, such as environmental protection, social security, public safety and natural disasters, etc. Government failure has occurred in the traditional mechanisms, which need more flexible and collaborative mechanisms. Right now, the development of China is creating close relationship with international community. Thus, the good collaboration with each other is a big challenge for China, and also other social community. Global governance and domestic collaborative governance are becoming hot topics in issues of government management and academy area.Maritime administration Institution, as an administrative law enforcement unit of Ministry Transportation, collaboration and innovation mechanisms are becoming more and more important for future development and to solve current problems exposed, incompetent for traditional ones. The purpose of this article is to analyze the necessity and motivation of collaboration mechanism, which is practiced in Shanghai Maritime Safety Administration, and to propose series of specific mechanisms and effective suggestions.First, according to the analysis of the problems of government fragmentation and bureaucratic organizational structure which Maritime Safety Administrations are facing, the four important driving factors of collaborative governance, political, economic, social, and legal are addressed in detail.Second, the general principals of maritime collaborative governance will be discussed. The contents include consensus mechanism, communication mechanism, information mechanism, coordination mechanism, and rights-responsibility mechanism and evaluation mechanism, which constitute the six main elements of maritime collaborative governance framework.Last, the resistance and obstacles of maritime collaborative governance will be analyzed in three dimensions, which are subjective aspects, objective aspects and external environment. The obstacles include bureaucracy, inter-governmental trust, the credibility of third sector, evaluation mechanisms etc. Basing on above analysis, the suggestions of collaborative governance institution and collaborative government capacity are proposed.
