| With the continuous development of the national economy and the advancement of my country’s scientific and technological level,all parts of the country are scrambling to build highspeed railways.The high-speed railway project is a comprehensive system project with complex construction management,huge investment amount and huge amount of engineering.At the national level,large-scale construction of the "Eight Vertical and Eight Horizontal” highspeed railway main corridors began in 2008.At this stage,investment in local intercity highspeed railways has declined.In accordance with development needs,local governments in economically developed regions have begun to explore local-based investment in the construction of high-speed railways and incorporate them into the operation of the national railway network.Firstly,starting from the basic theory of engineering project management,the paper introduces the definition,identification and classification of stakeholders,and analyzes the engineering project management framework using stakeholder theory.The theory of multiobjective optimization is introduced,and the calculation ideas of optimization principles and optimization methods are expounded.This paper introduces the theory of collaborative management,describes in detail the concepts of order parameter,self-organization and dominance in synergy,and analyzes the application method of collaborative management in engineering project management.Then,according to the construction process of the high-speed railway project and analyze its management characteristics,use the stakeholder theory to identify the specific stakeholders in the project implementation stage,and clarify the work responsibility requirements of each stakeholder for the responsible subjects in the implementation stage.Using social network analysis,stakeholders are divided into core stakeholders,subordinate stakeholders,general groups and policy makers according to their influence and interaction.In the process of project decision-making,the various requirements of investors for project management and the communication procedures for multi-agent dynamic decision-making are analyzed,and the logic of collaborative decision-making and the content of collaborative decision-making are clarified.Thirdly,in view of the problem of collaborative management of high-speed railway engineering projects,a collaborative management model for the implementation stage of highspeed railway engineering projects is constructed,and collaborative management is carried out from the aspects of design scheme optimization and multi-objective optimization of construction goals.On the one hand,the synergy degree of stakeholders is included in the evaluation factor of design scheme optimization,and a more scientific,comprehensive and accurate design scheme collaborative optimization system is established,and the optimization direction is indicated for the part with low degree of synergy in the design scheme.On the other hand,when the construction plan is selected,for the objectives of project investment,quality,progress and safety,an appropriate objective calculation function is selected,and a multiobjective collaborative optimization model is established.The decision of multi-objective optimization of the construction plan is made under the comprehensive consideration of various external constraints.Finally,an engineering example of a certain section of the relevant high-speed railway paralleling the existing expressway and the high-speed railway is selected,and the established evaluation system is used to analyze the design and construction scheme selection in the implementation process and put forward corresponding suggestions.Use AHP(Analytic Hierarchy Process)to calculate the weight of the design scheme evaluation indicators,and evaluate the design scheme;optimize the design scheme according to the demands of the stakeholders with the highest degree of non-coordination.Then,according to the on-site construction organization design plan,multi-objective collaborative optimization was carried out on the construction period,investment,quality and coordination degree,and an appropriate construction plan was selected.The rationality of the two-stage model is demonstrated by an example. |
