In recent years,with the increase of investment of high-speed railway engineering projects in China,the scale of high-speed railway construction is getting larger and larger,and the situation of multi-project parallel construction is also common.The resource conflict between internal complex processes has been unable to use traditional network progress.Plan to solve,need to find a better multi-project management method for high-speed rail construction.The critical chain method is a project management technology.This paper studies the critical chain management theory and robust scheduling theory based on the latest research results at home and abroad,at the same time,from the perspective of the new perspective—— the time difference utility function,the robustness goal is measured,and the multi-project construction period of high-speed railway construction--the robust dualobjective optimization scheduling model is established to identify the key chain of high-speed railway construction multi-project.On this basis,this article further explores the multi-project resource balance problem based on the critical chain theory.Firstly,analyze the specific characteristics of high-speed rail multi-project construction,and build a resource equilibrium optimization model with the resource allocation variance as the optimization index on the premise of a fixed construction period.Next,this paper analyzes the shortcomings of resource optimization based on the variance of resource allocation.From the perspective of the research purpose of resource balance problem-to reduce costs,and then construct a resource equilibrium optimization model with the minimum resource scheduling cost as the evaluation index,finally we use The genetic algorithm for verification.Studies have proved that establishing a "duration-robustness" dual-objective scheduling optimization model based on the time difference utility function can effectively improve the scientificity of multi-project implementation and scheduling of high-speed railway construction.At the same time,based on the multi-project resource balance problem of high-speed railway construction,compared with the variance goal of resource allocation,resource balance optimization based on resource scheduling cost is reasonable and effective,and has greater advantages.
