| As the scale of China’s railway network continues to expand, the advantages of sea-rail intermodal transportation continue to be highlighted, and the development pattern of medium and long-distance transportation of bulk materials and containers by railway and water transportation is gradually taking shape. However, due to the competition of road freight rates, the disparity of railway freight service levels, and insufficiency of railway transshipment capacity, the development of container sea-rail intermodal transport is limited, and its advantages such as low cost and low energy consumption have not been fully utilized.Under the background of the government’s requirement to vigorously develop multimodal transportation and optimize the transportation structure, how to improve the efficiency of searail intermodal transportation to seize the new opportunity is worthy of further study. The coordination degree of sea-rail intermodal transportation has a direct impact on its service efficiency. Therefore,it is of great significance to study the coordination and optimization problem of container sea-rail intermodal transport port. The berth allocation plan and the train organization plan of the sea-rail intermodal transport port are two interrelated important plans in the work process. The berth allocation plan determines whether the port can complete the berthing, loading and unloading tasks of ships on the basis of ensuring the timely transport of containers. And the train organization plan is related to whether each arriving container can be loaded and sent according to its destination. The factors determined by the two plans affect each other, but they are often studied separately in the work process of sea-rail intermodal transport port.In order to better meet the needs of actual production,it is necessary to optimize the compilation of the two plans from the perspective of the operation process. On the basis of summarizing the research status of related literatures at home and abroad, the paper firstly introduces the operation process of the sea-rail intermodal transport port, including the basic concept, functional layout, operation mode and work segments. Then, the optimization problems of berth allocation plan and train organization plan are introduced in this paper by analyzing the influencing factors of sea-rail coordination, and the compilation points and optimization methods of the two schemes are further discussed.Subsequently, this paper analyzes the characteristics and complexity of the two plans, and proposes their modeling solutions. With the objective of minimizing the stay time of ships with different service priorities and the penalty time of berth deviation, this paper establishes an optimization model of berth allocation planning. With the objective of minimizing the operating cost of the train and the cost of container retention,an optimization model of train organization plan is established. And then, adaptive genetic algorithm is proposed to solve the two model. Finally, the paper collects relevant data, and designs corresponding examples to verify the two optimization models and algorithms. The results show that the two models and their algorithms in this paper can effectively compile the berth allocation plan and the train organization plan, hoping to provide some suggestions for the optimization of sea-rail coordination. |
