Study On Protection And Utilization Of Linpan Landscape Ecological Value Under Land Spatial Planning System

In the context of the strategic call of "ecological civilization construction" in the new era,the establishment of the Ministry of natural resources and the proposal of land spatial planning represent that China’s urban and rural planning and construction have entered a new stage of development.The land spatial planning emphasizes the thorough understanding,overall planning and planning of all elements in the whole region,which indicates that the focus of urban and rural planning and construction has shifted from urban and rural construction space to the overall planning of "production life ecology" three living spaces,and that the planning and construction of Linpans focuses on the overall planning and development of various elements inside and around the Linpans.The construction of the "four beams and eight columns" and "five levels and three categories" planning system in the 2017 land and space planning,as well as the lock up of the "three adjustments" results at the standard time point on December 30,2019 and the release of the 2020 land and sea use classification guidelines for land and space investigation,planning and use control(Trial)have further clarified the new requirements for future forest planning.However,the current land spatial planning is based on the bottom line management and control thinking,and manages such elements as "mountains,rivers,forests,fields,lakes and grasses" through the method of natural resources capitalization.This management mode planarizes and economizes various elements,and manages natural resources "in quantity and quality" through the management of map spots;Maximize the "value preservation and appreciation" of natural resources through economic value estimation.It can be said that the natural resource asset management has a good effect on the overall management of natural resources from the macro and large-scale perspective."Value" is a complex and pluralistic concept.China’s traditional ecological wisdom and planning concept also pay attention to the construction and promotion of abstract values such as culture,aesthetics and ecology on the basis of social and economic development,and through the protection and utilization of abstract values,optimize the combination and expression of spatial elements,produce the "other hand" to promote economic and social development.However,at present,the land spatial planning system based on natural resource asset management seems to ignore the important role of abstract value in spatial planning.In terms of the research logic of this paper,firstly,starting with the relationship among land spatial planning,forest planning and landscape ecological value,this paper analyzes the positioning and transformation of forest planning under the land spatial planning system,the relationship and dislocation between land spatial planning and landscape ecological value,and the importance of landscape ecological value to forest planning,and constructs the protection and utilization path of forest landscape ecological value under the land spatial planning system.Secondly,according to the work content of forest disk planning under the land spatial planning system,the research is carried out from the regional perspective and the meso micro perspective,and the method system is constructed to classify the regional forest disk and evaluate the ecological value characteristics of the meso micro forest disk landscape.Finally,based on the research results,the optimization strategy of forest landscape ecological value protection and utilization under the land spatial planning system is constructed and empirical research is carried out to strengthen the feasibility of the strategy.The main conclusions of this study are as follows:1.At present,the land and space planning with natural resource asset management as the main mode only pays attention to the protection and utilization of entity value based on economic price,and ignores the protection and utilization of abstract value based on Humanistic aesthetic value.In the future land spatial planning,the entity value and abstract value should be considered as a whole,and the natural resources should be managed with the thinking of landscape ecological value protection and utilization.2.Construct the transformation path of forest landscape ecological value protection and utilization under the land spatial planning.Based on the relationship among land spatial planning,forest land planning and landscape ecological value,the transformation path of forest land landscape ecological value protection and utilization under land spatial planning is constructed.It is concluded that the interactive impact of forest land based on the whole region and all elements has a high landscape ecological value,which can be expressed in three aspects of human settlement space,landscape space and ecological space through the technical method of land spatial planning,And produced a driving force to promote the social and economic development of the forest.3.According to the spatial relationship between forest disks and high-value landscape ecological elements,forest disks can be divided into six types: mountain forest type forest disks,mountain forest water type forest disks,garden type forest disks,field forest type forest disks,field water type forest disks,and field forest water type forest disks.Based on the analysis of the spatial characteristics and value of the six types of forest disks,it can be concluded that the six types of forest disks generally have high landscape ecological value and value potential,and play an important role in the pattern and value promotion of regional landscape ecological value.4.The utilization of landscape ecological value of forest disk samples is evaluated,and it is concluded that the utilization of forest disk landscape ecological value is affected by the background of forest disk landscape ecological value,the main body of construction and other factors;However,the protection and utilization of the ecological value of forest landscape in the process of forest planning and construction have fallen into the dilemma of "considering one and losing the other" to a certain extent.The forest with good protection of landscape ecological value has poor utilization,while the forest with good utilization of landscape ecological value has poor protection.
