Implementation Evaluation Of Provincial-Level New Rural Demonstration Area Construction Planning

Rural revitalization is the core issue that our country pays close attention to at present.The central government has issued the "No.1 Document" focusing on the "three rural issues" for many years,and continued to increase the resource investment in village construction planning.Macro policies endow village construction planning with new significance and mission of the times,and also promote the rise of academic research and social practice.The village construction planning led by the government level is gradually spread out from point to point,and a large amount of special funds are invested to build a "demonstration piece" of the village,which is related to a more complex rural social system.Some provinces and cities have implemented the construction plan of contiguous demonstration belts.At present,most of the studies on the construction of such villages’ "demonstration films" are conducted by researchers in the field of rural development from the perspective of economic development,lacking of studies on the use of the built projects in villages and villagers’ feedback.The research takes the construction planning of the provincial new rural demonstration area in Chaozhou District C as the research object.First,it traces back to the village planning and construction process in Guangdong Province.Through analysis,it can be seen that the construction planning of the demonstration area in District C is in the livable upgrading period of the village planning in Guangdong Province.In this period,the production and living environment was improved in the form of project based public goods entering the village,which played a transitional role in the overall factor and multi-dimensional rural revitalization.At present,there is little academic research on the construction planning of provincial new rural demonstration film,which is basically a positive effect.In the process of multi-party negotiation between the local government and the village,the local government is in the leading and overall planning position.The purpose of the construction plan is to improve the quality of life of villagers,supplemented by the development of rural economy.The special fund of 100 million yuan for the construction project of Zone C demonstration area has been invested in five main villages,and the construction was basically completed by the end of 2017.This research is committed to evaluating the implementation effect.Through the use of analytic hierarchy process,fuzzy comprehensive evaluation and stakeholder theory,the evaluation system of construction goal implementation evaluation,villager satisfaction evaluation and stakeholder evaluation is built in quantitative and qualitative ways.The evaluation result is that the implementation evaluation of the construction target is medium;The satisfaction of villagers is evaluated as good;The evaluation result from the perspective of stakeholders is to seek the maximum balance of interests during the game between the local government,villages and villagers,forming a benign relationship,and the construction project was successfully completed.The comprehensive performance evaluation is as follows:(1)The public goods supply is popular,which improves the credibility of the government;(2)Build a public space that reflects equality with the project system;(3)Form an organizational model of "district town village" linkage;(4)Exploration of the planning and construction mode of "integrated development" in Chaozhou.At the same time,this study makes a detailed analysis of its shortcomings and influencing factors.The construction project of new rural demonstration sheet at province level C of Chaozhou City is the "connect out of sheet " village planning and construction project implemented by Chaozhou’s first financially specific funds,and this construction implementation evaluation has important lessons for subsequent village construction plans such as rural area and village rejuvenation demonstration band.The main conclusions of the study are as follows:(1)The new rural demonstrator at the province level is under construction validity and under demonstration.As known from the implementation performance,this demonstrator construction plan is oriented to the lack of effectiveness in building targets and villagers’ demand,and the lack of demonstrator in connecting tablets.(2)Village planning should return to the nature of public policy attributes.The example slide is being used less frequently by government decision makers for goal-directed planning construction,and projects such as post stations,village histories,and connecting lines associated with the planning goals have not yielded significant benefits.However,the aspects of land property rights,industrial development policies,etc.,which are of great concern to villagers,touch less deeply.(3)Organizational management models for rural area planning should be refined.The results of the review show that construction projects maintain only on the surface displays and no organizational units have been established to manage the demonstrator areas.The lack of interactive connections among villages made it difficult to form a ligature led implementation effect.(4)Seeking village endogenous motivation and the need to establish a process wide interaction mechanism.Village tourism development in area C demonstrator did not reach its desired effect,and resources from small villages could not be a lead to activate village development.For the mismatched construction project,there is no feedback and an improved interaction mechanism.
