Research On Evaluation Of Implementation Effect Of Ecological Civilization Demonstration Villages Construction Planning In Lintan County

Gannan launched 100 eco-civilization demonstration villages construction work in 2015,to explore the experience and lay the foundation for the construction of 1,500 ecocivilization well-off villages in the 13 th five-year plan.Nowadays,the construction of the demonstration village has finished,and it is necessary to make scientific and systematic evaluation on the implementation effect of eco-civilization villages construction planning.In China,the systematic planning of village construction planning started late,the evaluation on the implementation effect of villages construction planning is vacant.Therefore,this paper attempts to use eco-civilization villages construction planning in Lintan County as a research object,and carry out the evaluation research on the implementation effect of village construction planning.Based on the system comb of the theoretical paradigm on the planning construction evaluation,to study its build logic.Based on the classification of the evaluation method system,to study its applicable scope.From the five aspects of village characteristics,planning environment,planning process,planning logic and the main body of interests,to sum-up the characteristics of demonstration villages construction planning.Based on the above research conclusion,to define theory paradigm of the evaluation on the implementation effect of eco-civilization demonstration villages construction planning from four aspects including evaluation subject,evaluation purpose,evaluation content and evaluation standard.Under the framework of comprehensive evaluation method,to construct a evaluation method system from three fields including executive evaluation,effectiveness evaluation,and social evaluation.Make an empirical study on the evaluation of the implementation effect of the demonstration village construction planning in Min Jiazui Village and Hong Buzi Village.In Min Jiazui village,the implementation effect of human settlement level is the best,which has the most positive utility and positive social impact,and the implementation effect of environmental level is the second.The industrial level has not been implemented,but implementation of other levels have had a positive impact on it.The cultural level has a large negative effect because of the execution deviation.In Hong Buzi Village,the implementation effect of cultura level,environmental level,and human settlement level are similar.Due to the number of construction projects in rencent plan,human settlement level has the most positive utility and positive social impact,and the environmental level is the second.In cultural level,there is a significant gap between the practical utility and the planning goals.In industrial level,there is a negative social impact due to the government’s negative attitude.To analyzes the commonalities and differences in the effectiveness of the two villages from four aspects including the planning environment,the planning,the implementation,and the main body of interests,then to summary the key factors contributing to efficiency deviation.Accordingly,making the appropriate comments from planning,implementation,and organization to help ecological civilization village construction planning operation into a virtuous circle.
