| Experienced more than ten years of development,Chinese new energy vehicle industry has made excellent grades,but the high-quality development of new energy vehicles still faces many problems.To realize the vision of “from big to strong” of new energy vehicle industry,the key is to realize the independent control of core technology.Power battery is one of the kernel components of new energy vehicles,and its cost accounts for about 40% of the whole vehicle cost.Mastering power battery technology is the key to the development of new energy vehicle industry.Promoting the development of power battery technology is significant initiatives to achieve the healthy and sustainable development of new energy vehicle industry.However,the development of power battery technology is a complex system engineering,which requires the joint efforts of the society to pay attention to play to the role of enterprises,universities,scientific research institutions and other innovative subjects,and realize the technological progress of power batteries.Firstly,starting from the goal,main body,elements and mutual relationship of power battery technology development system,this paper describes the structure of battery technology development system and decomposes the system function.Secondly,set specific evaluation indicators according to the system function,determine the evaluation methods,build the system function evaluation system,collect data and conduct quantitative processing,determine the weighting of each metric in the index system,calculate the evaluation value,evaluate the system function according to the calculation results,and find out the key factors affecting the system function.Thirdly,based on the key elements of function evaluation,constructs an evolutionary game model to build the function improvement mechanism of power battery technology development system,use quantitative parameters to represent the interest relationship between subjects,find the conditions for the realization of interest balance,so as to realize the interest balance of each subject under the improvement of system function,and put forward countermeasures and suggestions from the level of system function improvement and the level of interest balance between subjects.The results show that the development level of power battery technology system shows a gradual upward trend,which is mainly divided into three stages: the initial development stage,the rapid growth stage and the adjustment stage.Under the perspective of system functions,the functions of each system are basically enhanced,among which the R&D innovation function,standardization function and consumer support function still need to be strengthened.Finally,according to the game analysis,cooperative innovation can effectively improve the enthusiasm of enterprises to participate in innovation,but the realization of multi-agent collaborative cooperation is affected by the interest demands of the participants.Appropriate government incentives and reasonable distribution of benefits are the keys to realize the function improvement,but the role of government incentive in different enterprises is obviously different.At the same time,an appropriate amount of default helps to encourage enterprises to participate in promotion.The major factors affecting the participation of all parties are value-added income,opportunity loss,enterprise knowledge spillover and income distribution ratio.Therefore,measures and suggestions are proposed from two aspects: realizing the function enhancement of power battery technology development system and constructing the interest balance mechanism among relevant subjects,in order to provide a scientific and reasonable theoretical basis for promoting the development of power battery technology. |
