Research On The Matching Of Contract Flexible Strategy Of Construction Engineering General Contracting Project Under Event-Driven

With the rapid increase in the scale of infrastructure construction in China,project risks are also becoming more and more complex,and the general contracting mode of pursuing integrated and integrated delivery methods has become an inevitable choice.However,the general contracting mode of engineering is faced with high uncertainty due to the price first and then the design,and the traditional control and planning methods cannot fully cope with it.Uncertainty after signing to improve the execution efficiency of project participants.While contract flexibility can improve project management performance,it also provides an environment that supports opportunistic behavior.As a result,the use of contract flexibility is caught in a dilemma.If the appropriate contract flexibility strategy is not selected,the cooperation dilemma will be further exacerbated,and the consequences will be even more unimaginable.Therefore,how to choose a suitable contract flexibility strategy to deal with events has become an urgent problem to be solved,and it is of great significance to reveal the matching problem of event-influencing factors-contract flexibility strategy.Based on incomplete contract theory and transaction cost theory,this research summarizes the risk events of the project through relevant materials such as journal literature,master’s and doctoral dissertations,referee documents and online microarticles,and takes the content analysis method as the guiding ideology.And analysis,and use the Delphi method to identify the inducing events of contract flexibility,and construct a set of contract flexibility inducing events.In order to facilitate academic research and sort out the common points of different events,combined with relevant journal literature,the types of contract flexibility-induced events are classified,and the events are summarized into corresponding event types.On the basis of dividing the types of flexible contract-induced events,the method of case study is used,and semistructured interviews are conducted through the expert interview method.Combined with the relevant textual data obtained,the space diffusion display diagram and textual analysis of the event system theory are used as much as possible.Each type of event in the case is laid out completely,and then the contract flexible strategy emerging from each type of event type is accurately captured,and finally a conceptual model of the matching mechanism of context-influencing factors-contract flexible strategy is constructed.Based on the above research,the following conclusions are drawn: events are divided into 5 types of events according to the source of uncertainty and the way of cost formation.Category I: environmental uncertainty,low cost of contracting before the event,high cost of contracting after the event,including force majeure events,national policies Changes in laws and regulations,etc.;Category II: Environmental uncertainty,high pre-contracting costs,and ex-post contracting costs,including adverse geological conditions,etc.;Category III: Environmental uncertainty,high ex-transaction costs,and low ex-post transaction costs,including abnormal price fluctuations,Abnormally bad weather conditions;Category IV: Uncertain behavior,low pre-contracting cost,high post-contracting cost,including design delay by the developer,land acquisition and demolition,etc.;Category V: Behavioral uncertainty,high pre-contracting cost,postcontracting cost High,including changes in functional scope,insufficient depth of preliminary design,etc.The research results show that the contract price flexibility strategy matches the event types with behavioral uncertainty,high ex-ante contracting costs,and low ex-post contracting costs,and event types and behaviors with environmental uncertainty,high ex-ante contracting costs,and ex-post contracting costs are high.Uncertainty,high exante contracting costs,and ex-post contracting costs are associated with event types that match the contract price flexibility strategy and the renegotiation flexible strategy.The low cost of ex-ante contracting and the high cost of ex-post contracting are matched by the contract price flexibility strategy,the control flexibility strategy and the renegotiation flexibility strategy.Therefore,the price flexibility strategy,the control flexibility strategy and the renegotiation flexibility strategy play a role in each type of event.In terms of influencing factors,although the types of events are different,through case studies and interview results,the main influencing factors considered are the good cooperation experience of both parties,the ability of the general contractor,etc.The importance of honest trust and competency-based trust.In general,the research results not only deepen the research content of EPC,but also enrich the related theory of contract flexibility and expand the application of event system theory.
