| In order to further implement the new power system action plan of national grid and jiangsu’s "four new high" implementation plan,national grid changzhou power supply company has focused on changzhou’s tourism-rich daibu,which is close to the reliable supply of energy and electricity.According to the local government’s plan,a large number of tourism development projects are to be put in place,at which time the region will be extremely tight power supply gap,and tourism areas are very high demand for reliability of electricity supply,so a new 110 k V transmission substation in the southern part of Daibu area is on the agenda,urgent.However,in the process of transmission and substation project,the traditional management method is still used,which can not meet the requirements of the actual construction schedule,and is not conducive to improving the reliability and capacity of power supply in the southern part of Daibu.In this paper,we collect the relevant literature of WBS,PERT,Earned Value Analysis and so on in the progress planning and control,and summarize the research theories of progress planning and control in recent years.On the basis of the research theory of experts and scholars,the framework of this paper is set up,the HJ110 k V transmission and substation project in Changzhou is selected as the research object,and the progress plan and control of the project are discussed as the research direction.Changzhou HJ110 k V transmission and substation project not only has the common difficulties of long construction cycle,many links involved,complicated construction process,large number of coordination equipment and machinery involved in the construction,many safety hazards,but also experienced the epidemic prevention and control period and deregulation period.After describing the engineering profile and characteristics,this paper uses top-down and WBS organization standard to understand the working process,interviews and so on,carries on the work structure decomposition to Changzhou HJ110 k V transmission substation project,uses the PERT method to estimate the work duration of each process of the project,which is used as the basis to prepare the project schedule,draw the network diagram and the crossover diagram,and determine the key path.In the process of progress control,on the one hand,from the perspective of pre-control,the risk factors that may exist in the course of engineering development are analyzed and the measures to deal with the risk are put forward.On the other hand,engage in medium control angle,use the collected site construction data from 7 months since construction began,based on earned value method,calculate earned value parameters,quantify the reasons for the deviation after collation,and propose targeted solutions to correct the deviation.Finally,this paper also uses the forward alignment to verify the project correction effect,and puts forward the project progress control safeguard measures.While controlling the progress of the project as a whole,some suggestions are also put forward for the development of similar projects.State Grid Changzhou Electric Power Supply Company is committed to build an environmentally friendly,intensive,low-carbon,and digitally intelligent new power system demonstration substation,with a view to comprehensively improving the reliability of regional active distribution network power supply and the capacity of local PV generation,energy storage and other clean energy optimization in the near future. |
