Research On The Implementation Effect Of The Tiered Electricity Price Policy For Residents In Zunyi Cit

Under the background of rapid economic development and power system reform,China began to introduce and implement the residential ladder electricity price policy in 29 provinces,municipalities and autonomous regions(except Tibet and Xinjiang Uygur Autonomous Region)in July 2012.However,many problems have been exposed in the implementation process,so it is urgent to improve the ladder electricity price policy.Make it produce a wide range of social and economic benefits.In this paper,Zunyi City as an example,according to Smith process model theory,using the case study method,literature analysis and qualitative and quantitative analysis methods to study the implementation effect of its residential ladder electricity price policy.According to the research,Zunyi City has achieved a certain effect of the implementation of the ladder electricity price policy,but at the same time,there are also a number of problems that need to be solved,including: poor energy-saving effect of the ladder electricity price policy,power supply enterprises are not strong service awareness and ability,most residents do not understand the ladder electricity price policy,electricity price cross-subsidy phenomenon is increasingly serious.The main reasons for these problems are: the policy content is not reasonable,the power supply enterprises exist "electric tiger" thought,the initiative of residents to understand the policy is not high,the setting environment of electricity price is not ideal.In view of the existing problems,the corresponding solutions are put forward,including: reasonably improve the policy itself,implement the peaking and valley time-of-use price policy,adjust the classification of electricity and electricity price,effectively solve the problem of "more than one population in one household",alleviate the phenomenon of electricity price cross-subsidies;Clarify the functions and positioning of power grid enterprises,establish a benign coordination mechanism between power generation and power supply enterprises,and continue to optimize the functions of power supply enterprises;Improve residents’ satisfaction with the ladder electricity price policy,strengthen the publicity of ladder electricity price policy,and cultivate residents’ consumption habits of energy saving electricity;Power market reform should be deepened,the government should strengthen power market supervision and introduce new participants.
