| The sustained economic growth and steady social development have laid a solid foundation for the development of China’s power industry,which directly promotes the continuous increase in domestic electricity consumption.The particularity of power products determines that on one hand,they can be consumed like ordinary goods,and on the other hand,they have obvious characteristics of quasi public goods,which have a significant impact on public life.At present,China adopts a tiered electricity pricing method for residential electricity consumption.Implementing tiered electricity prices can effectively balance urban electricity consumption over different time periods,and also contribute to promoting the rationality and scientificity of electricity prices.However,with the further development of the economy and society,especially the continuous improvement of people’s living standards,the tiered electricity pricing model no longer matches the actual electricity demand of residents,which also has a certain impact on achieving sustainable development of the power industry.The paper focuses on the implementation of the tiered electricity price policy in N city,and explores the problems and reasons in the implementation process of its tiered electricity price through the use of questionnaire survey,interview,literature research,and other methods.Finally,relevant optimization strategies are proposed.First,it describes the latest research trends on the ladder price policy at home and abroad,and introduces the theory of price discrimination,welfare economics and other theories,which provides a theoretical basis for the research.Secondly,from a macro perspective,this paper elaborates on the historical evolution and implementation status of China’s tiered electricity pricing policy,and discusses the necessity of implementing tiered electricity pricing.In addition,from a micro level perspective,this paper elaborates on the historical evolution and content of N city’s tiered electricity pricing policy.Through the elaboration of these contents,it summarizes the effectiveness of N city’s implementation of tiered electricity pricing policy,mainly including the following three points:firstly,the rationality of residential electricity prices has significantly increased;Secondly,it provides effective support for the reform of electricity marketization in N city;Thirdly,the scientific nature of electricity energy consumption has been further improved.Subsequently,through the analysis of questionnaire surveys and interviews,it was found that there are mainly five problems in the implementation of the tiered electricity pricing policy in N city: firstly,the implementation of the policy is not in place;Secondly,the phenomenon of cross subsidies still exists;The third reason is that the rationality of electricity level classification is not sufficient;Fourthly,the implementation effect of tiered electricity prices by power supply enterprises is not satisfactory;Fifth,some provisions of the supporting policies for tiered electricity prices are not reasonable enough.Through the analysis of the reasons for these issues,it mainly includes five aspects: some residents are not familiar with the tiered electricity pricing policy,the insufficient emphasis on the pricing role of power generation enterprises,the neglect of the number of family members in the tiered electricity pricing policy,the need to improve the implementation effectiveness of the tiered electricity pricing policy,and the lack of corresponding supporting policies.Finally,this article elaborates on the experience and reference of other cities at home and abroad regarding the tiered electricity pricing policy,and combines the summary and analysis of the previous text to propose specific optimization strategies from five aspects: strengthening the promotion and guidance of the tiered electricity pricing policy,increasing the reform of the electricity market,strengthening the improvement of the electricity pricing mechanism,optimizing the execution of tiered electricity prices by power enterprises,and formulating relevant supporting policies.I hope that through research,relevant references can be provided for the optimization of N city’s tiered electricity pricing policies,thereby promoting the good development of N city’s electricity market. |
