In the process of rapid urbanization,urban scale expansion disorder,urban land use efficiency is not high,resulting in the formation of a large number of idle inefficient land,relatively scarce land resources caused a great waste.At the same time,with the transformation of China’s economic development mode and the country’s tightening of the supply of new construction land,this kind of rough city,urban development model will have a fundamental change.The land use pattern with reasonable layout,intensive and efficient use and active storage will be the direction and focus of urban land use for a period of time in the future,and how to identify and redevelop these low-efficiency land,application is an important issue for the local government and relevant decision-makers.Based on the analysis and summary of the related research at home and abroad,this paper constructs an evaluation and identification model of urban low-utility land,and with the support of 3s and related spatial analysis,this paper takes Kaifeng as an example to make an empirical study.The main contents and conclusions of this paper are as follows:1.Urban inefficient use land is characterized by scattered layout,extensive utilization,unreasonable use and poor housing quality in the central urban area for the land with potential safety hazards and no ownership disputes,the identification and evaluation of urban inefficient land should be based on the city Energy area as the most basic evaluation unit.2.Based on the multi-factor comprehensive evaluation method,the evaluation identification model of urban low-utility land was constructed by considering the floor area ratio,population density,building density,input-output efficiency and other factors of each functional area,and the weights of each factor were determined by using the Telfer expert consultation method,and the meanings of each index value,data sources and standardization processing,and the determination method of ideal values were clarified.According to the evaluation results,the land in the functional area with the evaluation result of inefficient use is defined as low-utility land.3.Based on the model of urban low-utility land evaluation and identification,this paper takes the central city of Kaifeng as an example to evaluate and identify the urban low-utility land.Through the study,the following conclusions are drawn:(1)through the evaluation of intensive land use in five types of functional areas,the total area of each type of low-efficiency functional area is 3066.41 hectares,which accounts for 25.40% of the area of the evaluation area,it shows that the degree of land intensive use in Kaifeng is not high,and the proportion of land with low land use efficiency is relatively large,(2)the proportion of the area of inefficient use in the residential function area,the industrial function area,the administrative function area and the educational function area are 26.48%,26.58%,68.71% and 16.96%respectively,there is no inefficient use of the business function area.(3)in terms of land use,the most inefficient land use in Kaifeng is the residential functional area,the area of low-efficiency use area of residential function area,industrial function area,educational function area and administrative function area accounted for 72.07%,23.11%,3.33% and 1.49% of the total area of low-efficiency use area respectively,the small area of other land types has certain relation.(4)according to the comparative analysis of land intensive degree in different regions,the area distribution of low-efficiency functional area in each town(or street office)is obtained,and the new town street,Dongjiao and Wangtun Township are the most.(5)according to the analysis of the nuclear density of the distribution of the low-use land,it is found that there are six core spatial patterns in the distribution of the low-use functional areas in the urban area of Kaifeng,among which the residential functional areas are the most widely distributed,the number and spatial distribution of the core are almost the same as that of the overall core,but the density of the core is small,which indicates that the distribution of the low-efficiency residential function area is scattered and other land is relatively concentrated.(6)The overall distribution of low-efficiency land in Kaifeng city is in east-west direction,the orientation characteristics of low-efficiency residential function area and low-efficiency industrial function area are consistent with the general situation,and the orientation and general difference of low-efficiency education function area and low-efficiency administrative function area are great,however,due to the relatively small number and concentration,the impact on the overall inefficient location characteristics is relatively small.4.According to the reasons for the formation of low-utility land and the problems of redevelopment and utilization in Kaifeng city,according to different uses,this paper proposes various redevelopment and utilization modes such as government,enterprise,individual or collective,and mixed subjects,as well as various functional modes such as comprehensive improvement,functional upgrading,thematic protection,and industrial upgrading;for low-utility land of different uses,corresponding redevelopment and utilization ways and strategies are proposed.
