In the context of the new era of territorial spatial planning and the vigorous development of ecological civilization construction,China’s urbanization has gradually accelerated.The spatial expansion of cities and towns has given rise to more and more complex expansion patterns.The traditional outward sprawl of urban space,which is blindly and roughly spreading outward,is gradually transforming into a complex marginal expansion and connotative development and expansion mode.The change of this model requires the government to implement scientific and efficient means for urban space management,macro-regulate the scale of urban development,strengthen the efficiency of urban internal space utilization,enhance intensive land use,and protect food security and basic farmland retention.As one of the policy tools to manage the spatial growth of cities and towns,urban development boundaries can effectively coordinate the contradiction between the protection of national spatial resources and the concentrated construction of cities and towns.The Ministry of Natural Resources of China has defined the concept of urban development boundary and tried to explore the demarcation method of urban development boundary in the current territorial space planning system.However,in the actual planning process,China’s urban development boundary cannot be equated with foreign urban growth boundaries in terms of concept,delineation method,implementation and implementation evaluation.Therefore,in the actual operation process,each functional department adopts the delineation results of restrictive control zones instead of urban growth boundaries,so it is difficult to achieve the maximum benefit of urban development boundaries in managing spatial expansion.Based on this,this study attempts to innovate and integrate multiple methods of demarcating urban development boundaries,expand the practical scope of the evaluation results of suitability for territorial space development,and coordinate urban development and management through urban development boundaries,so as to provide reference for the demarcation of urban development boundaries and urban spatial expansion management in China.Puyang City is a famous oil field city in the Central Plains region,rich in natural resources within the city limits,with rapid development of chemical industry and active economy.However,the traditional urbanization development model has aggravated the shortage of natural resources,and many problems brought by urbanization have gradually emerged.This study takes Puyang city as the research area,and studies the theme of urban spatial expansion and management from the perspective of urban development boundary,the main contents include:(1)through the analysis of the expansion of the current urban land use,grasp the characteristic law of urban expansion,and use it as a reference to establish the future urban spatial growth model;(2)integrate and innovate a variety of urban development boundary delineation methods,and use the evaluation results of the suitability of land spatial development(3)Based on the prediction results,the town development boundary is delineated,and the regulation and management strategies for town spatial expansion are proposed based on the future town development goals and positioning,and the current situation of economy,society,industry and resources.The research results of this paper mainly include the following aspects.(1)Analysis of the current urban spatial expansion pattern in Puyang to explore the main future expansion directionDuring the study period from 2000 to 2020,the area of urban construction land,forest and grassland,water area and unused land in the central city of Puyang has been increasing,while the area of arable land has been decreasing year by year,and the amount of change of arable land and construction land dominates.During the whole study period,the three types of land with strong expansion intensity are construction land,unused land and forest grassland.Among them,the expansion of construction land is mainly in the east,west and northwest,the expansion of unused land is mainly in the southwest and east,and the expansion of forest and grassland is mainly in the east.The data results intuitively show that the leading direction of land expansion in the central city of Puyang is the eastern area.(2)Evaluation of the suitability of national land space development under the principle of ecological priorityThis study constructs the suitability evaluation of puyang municipal territorial space development under the principle of ecological priority.On the basis of ecological control and bottom-line thinking,the development adaptability evaluation of other national space is carried out after excluding the protected areas stipulated by relevant laws.According to the principle of evaluation,the areas protected by law are directly divided into unsuitable areas.This method can not only ensure the effectiveness of ecological civilization construction,but also improve the pertinence of evaluation results.The results of comprehensive suitability zoning of the whole city based on the suitability evaluation of territorial space development show that the area of unsuitability area is 81974.15hm~2,accounting for 19.38%of the total area of the city.The unsuitable areas are mainly concentrated in the southern part of Puyang City.The relatively suitable area covers 103459.29hm~2,accounting for 24.46%of the total urban area,mainly concentrated in the northern part of Puyang city and the eastern part;The suitable area covers 237,467.11hm~2,accounting for 56.15%of the total area of the city,mainly concentrated in the central urban area of Puyang city,chemical industry agglomeration area and other counties and districts.(3)The urban development boundary is simulated based on FLUS modelCa-based FLUS model is a tool to simulate land use and analyze spatio-temporal dynamics.It can preliminarily determine the scale and layout of urban development boundary by simulating future urban spatial development.The FLUS model under the baseline scenario,sustainable development scenario and economic priority scenario was constructed.Considering the different land expansion laws of cultivated land protection,chemical industry development and urban transportation system,the suitability evaluation results of territorial space development were added as the limiting/driving factors,and different parameters were set and simulated for the whole city.It predicts the expansion scale of urban construction land in Puyang city in2035,and finally delimits the boundary of urban development by adjusting and optimizing land patches and combining with actual policies,planning and relevant regulations.The final delineation of the scale and layout of the urban development boundary in 2035 shows that the scale of the urban development boundary under the baseline scenario is 729.43km~2,and the construction land area of the central urban area is 227.91km~2.The delineation of the development boundary mainly revolves around the central urban area and counties,as well as Pucheng Town and Wenliu Town where the chemical industry zone is located.Under the sustainable development scenario,the boundary size is 510.60km~2,including 188.62km~2 of the central urban area.The layout is similar to the baseline scenario in general,but the boundary scope is reduced.Under the economic priority scenario,the boundary size is 656.33km~2 and the central urban area is 202.74km~2.Compared with the distribution,the boundary size of the chemical industry region is 84.96km~2.(4)Put forward industrial structure adjustment and optimization strategy scientific management of urban space expansionOn the whole,puyang city,the level of industrial development in different parts of the region.The central urban area has the highest level of economic development,and the overall spatial structure of the town is"one main area and two sub-areas",which is mainly manifested as the most intensive industrial distribution in the development zone and industrial park.Industrial development in the central city is the strongest in the city.Combined with 2020 of puyang city land use scale and the future urban development goals,and reference for the sustainable development situation of economy first scenario border town development,through the adjustment and optimization of industrial structure of puyang city,can effectively control and manage expanding urban space,speed up the realization of resource-based city transformation into modern industrial services,realize the complementary advantages between the three industries,In order to optimize and adjust the industrial pattern of puyang city scientifically and harmoniously,we should expand information technology industry innovatively and build leisure and sightseeing agriculture relying on natural resources.
