| With community charging becoming a key focus in the layout of charging and swapping infrastructure,there is a high level of discussion on the difficulty of constructing private charging piles in old residential communities.Due to the early completion of the old residential community,it is difficult to directly meet the construction requirements in terms of electricity and land use.The renovation and construction involve multiple interests and are difficult to balance,resulting in the stagnation of private pile construction after the owner applies.At present,most of the relevant research focuses on the necessity exploration in the early stage and the optimization of operation in the later stage,with relatively shallow exploration of the promotion strategy for the stagnation of the construction process.This article analyzes the management process of private pile construction stipulated by policies and clarifies that the key difficulty in the construction of private piles in old residential communities lies in the difficulty of obtaining installation consent approved by the property management.The main responsible parties are the local government,the property management of the residential area,and the non owner.In addition,24 typical interview cases with multiple stakeholders within 3 years were selected,and the original sentences were encoded using rooting techniques to obtain a logical chain of problem formation,contradiction intensification,and negative consequences.Thirteen cost-benefit parameters were summarized.Establish a tripartite evolutionary game model based on the interests and demands of the game subjects,determine the stability of the obtained equilibrium solution,assign a numerical value that satisfies the conditions to the stable point,visualize it,and conduct sensitivity analysis on the ideal state stable point.Taking Xi’an Thermal Power New Village Community as an example,simulation is conducted using MATLAB.On the one hand,the cost benefit of directly controlling the three parties in the game is considered,and on the other hand,the adjustment effect of controllable factors such as government control intensity and government enterprise rewards and punishments on profit composition is considered.The direct and indirect strategies for promoting the construction of private stakes in old residential areas are integrated.The research results of this article are as follows:(1)High management costs are the key reason for negative property management,and government rewards and punishments can significantly increase the probability of property choosing positive strategies;There is a significant positive correlation between response costs and the probability of higher level rewards and strict government control.A single increase in control intensity and excessively high government rewards will inhibit the probability of the government choosing positive strategies;The difference in perception of neighborhood friendliness is a key factor in avoiding the need for homeowners to choose different strategies,and the degree of construction in public areas has a positive effect on the installation of private piles without the consent of homeowners.(2)The direct strategy is to reduce property management costs,improve government assessment mechanisms,improve emergency response mechanisms,and enhance residents’ awareness of friendly communities;Indirect strategies include strengthening the promotion of service-oriented government,establishing clear reward and punishment systems,adjusting hasty cost allocation,and reducing the degree of disturbance caused by construction in public areas. |
