Coastal high-density cities are facing complex disaster threats and huge hidden safety hazards,and the demand for urban disaster prevention,mitigation and relief is increasing.Therefore,the research of emergency response theory and the construction of emergency system are increasingly valued.As an important part of emergency facilities,scientific and logical site selection of warehouses which storing emergency relief supplies is one of the most useful ways to improve the city’s emergency response capabilities.Its research is of great significance and value in social,economic and scientific research.The location of emergency material storage depots has problems such as lack of theoretical research,insufficient scientificity of technical methods for site selection demonstration,and lack of differentiated customization and practice of site selection for different types of cities.Therefore,according to the main disaster characteristics of coastal high-density cities,the research constructs a location model for emergency supplies storage in coastal high-density cities;based on the advantages of fast solving speed,high accuracy,and strong stability of multi-agent genetic algorithm,the research designs the multi-agent genetic algorithm suitable for the model and used as the solution algorithm;and with the analysis of Arc GIS and MATLAB as the technical support,a case study of the location of the emergency material reserve warehouse in Xiamen has been realized.First,analyze and summarize the main disaster characteristics of the coastal highdensity city,and determine the location target of the emergency material reserve for the coastal high-density city;refer to the construction method of the typical facility location model,four objective functions are designed and established to achieve the four indicators of location goals : the fairness of service coverage,the efficiency of highrisk areas,the excess coverage of key areas,and the economic efficiency of cost consumption.Namely,a site selection model for the emergency supplies storage of coastal high-density cities was constructed.Secondly,based on the function characteristics and target requirements of the constructed location model,and referring to the principle of multi-agent genetic algorithm,a multi-agent genetic algorithm of "individual coding-grid construction-operator design-intelligent operation" is designed for the model.Thirdly,based on the requirements of the location model and solution algorithm,and based on the location logic and functional characteristics of the emergency material reserve,we designed "demand point layout—candidate point layout—model parameter calculation—multi-agent genetic algorithm solution—site selection layout and evaluation analysis" as the site selection technology method.Finally,choose Xiamen City as the research area,based on the model and algorithm constructed in the above research,using methods such as geospatial analysis,digital technology simulation,literature research and questionnaire survey to realize a case study on the emergency supplies storage location in Xiamen.The results show that the establishment of 4 emergency material storages in Tongan District,Haicang District,Siming District,and Huli District of Xiamen City to serve 6 demand areas can maximize the benefits under the will of site selection and decision-making.Research has shown that the location model of emergency material storage in coastal high-density cities and the multi-agent genetic algorithm and other technical methods constructed in this paper can effectively make up for the lack of systemicity,lack of scientificity,and specificity in the research on the location of emergency material storage.It also improves the versatility,convenience and accuracy of computational solutions,and provides reference for the decision-making on the location of emergency facilities in coastal high-density cities.
