During “the 14 th Five-Year Plan” period,China will accelerate the construction of a strong transportation country.With the increasing number of airports 、 the strengthening of people’s civic awareness and the continuous deepening of the government’s management of social stability risks,the scientific evaluation of airport NIMBY risks is a priority for the government and airport enterprises.It provides a reference for making site selection decision,and controlling NIMBY risks.This paper focuses on the evaluation of NIMBY risks for airports.Firstly,it introduces the background and significance of the study,and conducts theoretical research on NIMBY risk through the study of domestic and foreign literature.Then it defines the concept and introduces the theories related to NIMBY and risk management.After the preliminary collation and collection of information related to NIMBY risks at airports,it identifies 22 factors by building a manual fault tree,and constructs the evaluation index system of NIMBY risks for airports which includs 3 first-level indicators and 17 second-level indicators.After that,the evaluation model of NIMBY risks for airports was established by using the entropy weight-fuzzy comprehensive evaluation method.Finally,the NIMBY risk evaluation of W airport case is carried out to verify the feasibility and practicability of the evaluation model,and the evaluation results are analyzed to propose corresponding policy suggestions.Through the analysis of the W airport NIMBY risk evaluation case,this paper concludes that: in the first-level evaluation index,social stability risk has the largest weight;in the second-level evaluation index,the resident relocation risk,noise risk,and public health emergency risk have a larger weight;The policy recommendations from the perspectives of risk utilization,risk mitigation and risk retention have reference for the government and other airport enterprises in the assessment and management of NIMBY risks for airports. |
