Research On Risk Assessment Of PPP Project On GY Expressway

Public-Private-Partnership(PPP),as a new mode of project financing,has played an important role in the field of public infrastructure construction in China.The government actively attracts the social capital to invest in the highway project to solve the government debt risk,by developing the PPP model.However,the PPP mode is also facing many risk factors,investment project,financing decision-making,design,construction and operation of the transfer of the whole life cycle,the risk management problem of each stage is the focus of the content of all kinds of potential risks to the investing risk management has brought great challenges.Therefore,it is very important to evaluate and evaluate the risk of highway projects under the PPP mode scientifically and rationally.Based on the GY PPP highway project as an example,using the modeling method of the level of information to establish a risk identification framework,mainly from the internal risk and external risk to identify,form the initial risk list contains three indicators,on this basis,using double standard risk filtering method to filter the index of the initial formation of the list of risks,risk assessment the final index system,including 2 first level evaluation,9 level two indexes and 36 level three indexes.According to the risk index system and expert scoring formation evaluation index matrix evaluation has been established,using entropy method to determine the weight of all levels of risk evaluation index,and establish a comprehensive evaluation of GY Expressway PPP project risk model using fuzzy comprehensive evaluation method to evaluate the risk of project,finally,the risk grade of the project is at the general level.The research results effectively enrich the risk management theory of Expressway PPP project,which has certain theoretical guidance and practical value for improving the risk management level of PPP project in the future.
