Yellow River Flood Control Project Relocation And Resettlement Project Study Of Influencing Factors In The Implementation Process

The Yellow River is the second largest river in my country,with a total length of5,464 km.It has caused flood disasters many times in history.Flood risk has always been the biggest threat to the Yellow River Basin.Since the founding of the People’s Republic of China,the construction of flood control projects has always been regarded as a major event for the safety of the people and the country,and the resettlement of water conservancy projects is the guarantee for the smooth implementation of the project construction.and so on.Identifying and determining the key influencing factors,reducing the risk of expropriation and resettlement,safeguarding the interests of the people in the expropriated area,ensuring the implementation effect of the expropriation and resettlement project,and providing good early-stage services for project construction are a test for flood control project managers.This paper firstly sorts out the influencing factors of the water conservancy project relocation and resettlement project and the research results related to the resettlement of the Yellow River floodplain,combined with the management mode of the relocation and resettlement project of the flood control project in the lower Yellow River and expert interviews,from the perspective of multi-stakeholders,according to the whole life cycle The cycle identified 22 relatively important implementation factors and conducted a questionnaire survey.After that,SPSS26.0 was used to conduct statistical analysis on the questionnaire data,and the top 6 factors in importance and correlation were obtained as key influencing factors,and the Mann-Whitney U test was used to analyze the influence factors of each two participating parties.analysis of differences in perceptions.Then,according to the 12 key influencing factors,the second-stage questionnaire was conducted,and the relationship matrix model of key influencing factors was constructed based on DEMATEL theory,the position of each key influencing factor was obtained,and the relationship between each factor was analyzed.Finally,according to the research results,analyze the origin of the influencing factors and try to propose targeted coping strategies.At the same time,in order to ensure the implementation effect of the expropriation and resettlement project,further general suggestions are put forward from the perspectives of policies,resettlement methods,management mechanisms,and technologies,so as to ensure the living standards of the expropriated parties after the implementation of the project,promote the smooth implementation of the Yellow River flood control project,and realize the ecological protection of the Yellow River.and high-quality development.
