Research On Risk Management Of Qiandao Port Project

With the background of economic globalization,the number of port projects is increasing and the scale of port is gradually expanding,which leads to the continuous improvement of port project construction requirements.The port project has many characteristics,such as investment and long construction period.The construction of such projects can not only obtain greater benefits for the operation unit,but also provide social benefits.The construction of port projects is also affected by many factors,such as environmental factors,economic factors,like financing links in the construction process,technical factors and organizational management factors,etc.Before the construction of port projects,systematic risk management research can provide security for the smooth progress of the project,and help the construction party to deal with the possible risks in advance.Therefore,only by adopting reasonable risk management methods to identify,evaluate and respond the risks of the project,can we complete the project construction as planned.Taking Qiandao port project as the research object,this study is carried out the project risk management of the project.First of all,it introduces the general situation of the Qiandao port project.Through risk identification methods such as literature research method and Delphi method,it identifies the possible risk factors of the project as natural environmental factors,economic factors,policy factors and organizational management factors,and summarizes 16 risk factor events.Secondly,the project risk evaluation index system is constructed,and the identified risk factors are evaluated by using the fuzzy analytic hierarchy process(AHP)combined with the expert scoring method.Preset interval of risk fuzzy evaluation comment set and according to the quantitative results of risk assessment,the 16 risk factors are divided into 7 medium risk factors and 9 low risk factors,and the Qiandao Port project was determined to be an intermediate risk degree.Finally,according to the order of the final identified risk factor level,the risk control measures such as scientific exploration and planning of the waterway functional area,improving the financial management system,the brilliant explanation of policy concerns,and establishing an efficient management team are proposed.In this research,the risk research of Qiandao port project aims to effectively improve the risk management level of the project,ensure the progress of the project,and hope to provide theoretical reference and practical guidance for the risk management of the same type of port projects in China.
