Under the call of the "going out" policy,market expanding overseas engineering project,and overseas engineering project because of its particularity,compared with domestic engineering projects,in carrying out facing more uncertainty,in the process of overseas countries not only in the political system,economic,market,laws and regulations,local conditions and customs,and other aspects,and domestic has a bigger difference,In addition,unpredictable factors such as unstable situation and exchange rate change are very easy to occur,which brings great risks to overseas engineering projects.However,from the perspective of the current situation of risk management of overseas engineering projects,project managers generally have problems such as weak awareness of risk management and lack of risk management experience,and often only rely on subjective experience to identify,evaluate and respond to risks,resulting in serious losses to the project due to the lack of effective control of risks.Fiji Pelagic Fishery Base construction project is a significant pelagic fishery base construction project in Fiji led by Rongcheng Municipal government.It has many characteristics,such as large investment,long construction cycle,many unstable factors and overseas location.In the process of construction,it is faced with the influence of multiple risk factors,such as natural risk,political risk,design risk,project management risk and even social and cultural risk.Once it is not properly dealt with,it is easy to cause serious losses to the project.Therefore,this paper takes the construction project of the pelagic fishery base in Fiji as the research object and carries out research on its risk management.Firstly,on the basis of introducing the general situation and content of the Fijian pelagic fishery Base project,the characteristics of the pr oject risk and the current situation of risk management are analyzed,and it is pointed out that there are three major problems in the project risk management,such as unscientific risk identification method,too subjective risk evaluation and incomplete r isk response.Secondly,based on the principle of project risk identification,this paper analyzes the selection of risk identification methods for the Fiji pelagic fishery base project,comprehensively selects the brainstorming method and Delphi method to preliminarily identify and accurately identify the project risk factors,and identifies 16 risk factors such as natural disaster risk.Thirdly,on the basis of elaborating and analyzing the risk evaluation methods of various projects,combined with the realistic situation of the Fiji pelagic fishery base project,the analytic hierarchy process was selected to carry out the project risk evaluation.The evaluation result showed that the overall risk level of the project was "high".Finally,based on the risk identification and evaluation results of the Fijian pelagic fishery base project,targeted risk countermeasures are proposed for each risk factor according to the level of risk.Through the research,it is hoped that it can help the project construction unit to avoid the influence of various risk factors as much as possible,and promote the successful completion and delivery of the project.
