Study On The Functional Coordination Optimization Between Lanzhou New Area And The Central Urban Area Under The Perspective Of Vocational And Residential Balance

In recent years,with the continuous advancement of China’s urbanization process,China’s urbanization level has achieved a great leap forward.However,China still has problems such as unbalanced regional development and lack of power support,so many cities set off a construction boom of new cities to improve urban functions,adjust urban spatial structure,undertake industrial transfer and evacuate excess population in the central area.Generally speaking,the construction of a new city needs to promote the development through the industrial function or its mother city,and finally change from a single function to a comprehensive function.By the end of 2022,Lanzhou New Area has been fully developed and constructed for ten years.Today,Lanzhou New Area and Lanzhou central city have formed a "twin cities" situation,and have the potential and power to cooperate with the urban functions of Lanzhou central city.At the same time,combining with the phenomenon of some commuters in "twin cities" commuting between the two places,the collaborative optimization path of twin cities is proposed for employment and housing balance.This study takes problem-oriented as the starting point,extensively uses the theory of new city,organic evacuation theory and collaborative theory to discuss the functional relationship between Lanzhou New District and the central urban area(twin cities)under the relationship between employment and housing,and points out specific strategies and methods for the coordination of transportation,employment and residential functions of the "twin cities",and clarifies the mechanism,objectives and content of the collaborative optimization of the "twin cities" function.This study aims to provide reference and reference for the development of "Lanzhou Twin Cities",and provide novel ideas and development approaches for the "strategy of strengthening provincial capitals" in Gansu Province.First of all,this study combined with the deviation index analysis,at the same time,combined with the questionnaire analysis from the twins live space,commuting time and commuting distance to twins live separation characteristics,and points out the twins space distance scale is too large,twins mutual support policy and the difference of public service configuration is the main influence factors affecting the twins live separation.In addition,it is also concluded that with the development of Lanzhou New Area and the comprehensive improvement of its comprehensive strength,the urban functional connection between the two cities will be more intensive and frequent,so that there will be long-term functional synergy,dependence and complementary between the two cities.Secondly,from the perspective of work-housing balance,the clustering function,traffic function,employment function,residential function and spatial structure of the twin cities are further analyzed,and the optimization strategies of the twin cities such as transportation and employment are also pointed out 。 Among them,at the transportation level,we should actively plan the three major transportation corridors of the twin cities,and significantly optimize and lay out the transportation hub nodes of the two cities;At the employment level,it is proposed to increase the functional relief of the central urban area,increase the transformation of the industrial structure of Lanzhou New District to a high level,and actively build a strong employment and sub-center in the twin cities;At the residential level,it is proposed that Lanzhou New District should closely integrate the Twin Cities Employment Center to make up for the shortcomings of facilities,optimize the housing structure,scientifically and orderly promote the construction of housing in the Twin Cities,pay attention to the composite development of the Twin Cities,and actively explore housing policy zoning.At the level of the twin-city structure,it is proposed that the spatial structure of the twin cities should actively build a "node-corridor-network" and explore the "front shop and back factory" type collaboration model,so as to finally realize the synergy and dislocation development of the two cities.Finally,it is pointed out that the mechanism of functional optimization of the two cities should first actively build an efficient governance and development platform of the two cities,and at the same time explore a relatively complete governance body of the Lanzhou New District and build a clear regional relationship.At the target level;Lanzhou New District needs to focus on making up for the shortcomings of facilities and stimulating the advantages of the new development stage of the twin cities.At the same time,it is also necessary to improve the spatial structural resilience of the twin cities to ensure the effective interaction of urban functions.At the content level;It has established the central urban area of "succulating and improving quality,reducing development",and Lanzhou New District "expanding speed and increasing volume,connotation growth",clarifying the overall positioning of the urban functions of the twin cities,and correspondingly positioning the overall functions of the three industrial parks in Lanzhou New District and the "four districts" of the central urban area.This study advocates that the policy of twin cities should be strengthened,the construction of regional brands in the two cities should be strengthened,and the construction of "twin cities" should be viewed rationally.
