Lanzhou,as the capital of Gansu Province,is an important industrial city and transportation hub city in the northwest region.An important regional city in the western region has always undertaken an important mission to lead regional development.It is the key to economic development,population agglomeration and regional integration in Gansu Province.Typical representative.However,under the GDP-oriented performance-oriented and extended economic growth model of reform and opening up,urban environmental governance and public services still need to be improved,especially the problems of air and water pollution in Lanzhou have become the metabolism in the development process.Evidence of unsustainable development.The city and its background environment form a complex energy dissipation system.Within the system,the metabolism of the city and the environment is the basic process of the system,which is the basic description of the theory of urban metabolism.The elastic city refers to the buffer capacity of the city to cope with external shocks and the city’s learning ability,seize the opportunities brought by challenges,and maintain the vitality of development.Although both have a long history,the research that combines them is in China.It is still rare.This article intends to combine the two through the study of urban metabolism in Lanzhou,using flexible cities as the overall goal of urban development,and using urban metabolism as a research tool to study the urban metabolism and its impact in Lanzhou from 2007 to 2017.Mechanism,and simulate different policies of urban development and metabolism in the next 20 years from 2017 to 2037,and propose flexible policy suggestions and implementation measures that are conducive to the improvement of metabolic efficiency in Lanzhou cities.In this paper,urban metabolism is used as a research method,and the method of emergy analysis is used to calculate the comprehensive efficiency value of Lanzhou cities by measuring the indicators of systemic metabolic stock,metabolic flux,system extraversion,and environmental metabolic pressure in Lanzhou cities.And the system efficiency of the SBM model is calculated with three measurement methods.The metabolic efficiency of Lanzhou cities from 2007 to 2017 is comprehensively analyzed,and the influence mechanism of each internal subsystem is studied by SPSS linear regression method.Then combined with system dynamics and industrial ecology principles,Vensim PLE system dynamics software was used to utilize Lanzhou urban metabolic data for its natural evolution,harmonious development,import-export orientation,environmental protection priority,industrial accelerated development,service industry Accelerating the development of the six different types of flexible policy-oriented overall efficiency changes and the redundancy of its various inputs and outputs are predicted,and a flexible optimization policy and path to improve the metabolic efficiency of Lanzhou cities are proposed.The main conclusions are: First,through a comprehensive comparison of different types of analysis methods,this article selects the emergy analysis method as a simulation method for urban metabolism in Lanzhou.It can profoundly and completely characterize the changes in the emergy within the simulation system and accurately reveal the metabolism.The system composition and hierarchical relationship are of great significance to the credibility and operability of the research.Second,when studying the constitution of the Lanzhou Metabolic Emergy system,the magnitude of the input of non-renewable energy is much higher than the magnitude of renewable energy,and the energy output efficiency of the system is also very unstable.It can be seen from the SBM model for the prediction of urban metabolic efficiency values in Lanzhou cities from 2007 to 2017 that six of the urban metabolic efficiency values are valid in 11 years,and the redundancy of invalid years mainly comes from waste redundancy.I,followed by redundant input from non-renewable resources and redundant imports.The subsystems mainly related to the urban metabolism of Lanzhou are the proportion of the urban population in the total population,the energy consumption per 10,000 yuan of GDP,and the proportion of the tertiary industry in the GDP,which are positively related to metabolic efficiency.Third,based on the simulation model of the Lanzhou urban metabolic system established by Vensim PLE,the simulation evolution results show that Lanzhou belongs to a typical large city of resource consumption.From 2017 to 2037,the metabolic efficiency values of Lanzhou cities tend to be effective,and the system’s self-sustainability has improved,but there is also a considerable amount of redundancy,which mainly comes from the redundancy of imported energy and the energy value of non-renewable resources.Last,metabolic models should be based on the premise of environmental economy,and emphasize the mutual coordination between the city’s industry and service industry.On the choice of the development model of Lanzhou,the development model of the Lanzhou metabolism--a circular economy industrial service industry coordinated to enhance the metabolic model,And put forward other constructive and flexible policy suggestions.
