Research On The Efficiency Of Support Funds In The Later Period Of Migration Of Large And Medium-Sized Reservoirs

The late support policy of large and medium-sized reservoir immigrants is related to the vital interests of the immigrants and is of great significance to the social stability of the resettlement area and reservoir area.After years of practice,our country have made great achievements in the late support work for immigrants,but compared with the late support effect evaluation,the late support fund performance evaluation and other related aspects of the research,the efficiency of the late support fund calculation and analysis is relatively insufficient.In recent years,the investment in late support funds has been increasing year by year.In 2022,the budget of late support funds reached 43.615 billion yuan,an increase of 10.2%compared with 2021.Although the investment of late support funds continues to increase,the recovery period of production and living standards of reservoir immigrants is still long.Due to the complexity of fund management and the diversity of its use,the current research on the efficiency of late support fund mainly focuses on qualitative analysis through specific cases,while the depth of quantitative analysis is insufficient.Therefore,the quantitative calculation of late support fund efficiency is of great significance.In order to achieve the above research objectives,this paper first defines the fund efficiency of the late support,and divides the fund efficiency into two aspects:management efficiency and use efficiency.Secondly,it sorts out the policy evolution of the late support fund,analyzes the current situation of the use of the latter fund from two aspects:the management and disbursement process of the latter fund,the investment and investment of the latter fund,and summarizes the operation characteristics of the late support fund.On this basis,the evaluation index system of the fund efficiency is constructed,and the corresponding calculation model is established.In the evaluation of management efficiency,the fuzzy synthetic evaluation method is used to calculate the score of the negative index factors of the management efficiency of the fund,the severity of the problem is used as a scoring basis,and the Importance-degree of Performance Analysis is used to conduct an independent analysis of the specific sample counties.In the use efficiency evaluation,the input-output index system of late support funds is constructed,the Data Envelopment Analysis is used to measure the use efficiency of late support funds,and the decomposition research of efficiency related factors is carried out.Finally,the paper analyzes the problems affecting the efficiency of the fund from two aspects of management and use,and studies the corresponding countermeasures.The results of this paper show that the management efficiency and use efficiency of after-aid funds in each county are generally good,but there is still some possibility for improvement.In terms of management efficiency,it takes a long time to reach the project plan declaration and delayed financial approval under the late support fund,which are the main factors affecting the efficiency.In terms of use efficiency,it is necessary to further improve the redundancy of capital investment.Based on this,this paper puts forward some policy suggestions,such as strengthening the supervision of late support funds,improving the professional quality of migrant workers,promoting the construction of supporting management mechanism of county-level late support funds,adjusting the distribution scale of late support funds,optimizing the investment of late support funds,etc.,providing new ideas for improving the efficiency of after-help funds.
