Study On National Territory Space Evolution And Zoning Based On The Perspective Of "Production-living-ecological" Functions In Jilin Province

Frequent human activities lead to different types of land use conflicts which limit the multifunctional use of land and the optimal allocation of resources.The coordinated development of territorial spatial pattern and its functions is an important prerequisite for achieving high-quality regional development.To optimize the pattern of development and utilization of territorial space,make strategic arrangements,take overall plans,and promote green production and life styles are important measures to ease the contradiction between man and land and realize the harmonious coexistence between man and nature.Based on the concept of "production-living-ecological"(PLE)spaces and functions,the paper constructed the land use classification system of PLE spaces and the evaluation index system of PLE functions in Jilin Province,aiming to reveal the spatio-temporal pattern evolution characteristics of PLE spaces in Jilin Province from 1998 to 2018.The function evaluation model and the coupling coordination degree model were used to analyze the coupling coordination level of PLE functions.The normalized revealed comparative advantage index(NRCA)and the obstacle degree model were used to identify the regional dominant function and diagnose the obstacle factors.Finally,the advantageous function zoning of Jilin Province was carried out and the targeted optimization strategy was proposed.The results of this study show that:(1)In terms of the spatial and temporal evolution characteristics of the PLE spaces in Jilin Province,from the perspective of scale,the ecological space was the largest,followed by the production space,and the living space was the smallest.During the study period,there was no significant change in the overall spatial scale structure of PLE space in Jilin Province,among which,the scale of ecological space decreased and the living space area increased slightly.The area of production space changed little from 1998 to 2008,but increased significantly from 2008 to 2018.In terms of time,various spatial change rates in Jilin Province were relatively low.During the study period,the growth rate of the scale of production and living spaces were relatively fast,while the decrease rate of the scale of ecological space was relatively fast,indicating that there was a transformation of ecological space into production and living spaces in Jilin Province during the study period.There were agglomeration phenomena in all three types of spaces,with the agglomeration degree of production space and ecological space being more significant,with production space mainly concentrated in the central region of the research area;the living space was mainly distributed in the central and western regions of the research area;the ecological space was mainly concentrated in the eastern region of the study area.(2)In terms of the characteristics of the PLE functions and coupling coordination level in Jilin Province,overall,the ecological function gradually weakened over time from 1998 to 2018,but both the production function and the living function showed a trend of first decreasing and then increasing.The change in the production function was not significant,while the living function was enhanced.The coupling coordination degree of PLE functions in all counties(cities)of Jilin Province was generally low,and the coordination type was mostly located in the stage of “moderate disorder” and “mild disorder”.From the “mild imbalance” in 1998 to the “moderate imbalance” in 2008 to the “mild imbalance” in 2018,it indicated that the PLE functions in Jilin Province were developing from low coupling coordination to moderate coupling coordination,reflecting the trend of evolution towards a higher degree of coordination.The number of moderately maladjusted regions increased in2008,mainly concentrated in the central and western regions of Jilin Province,representing a period in which the rapid development of the region intensified the contradiction between the PLE functions.In terms of spatial pattern,the overall coupling coordination degree of the PLE functions presented a regional differentiation characteristic of “high in the central and western regions,low in the east;high in the plains,and low in the mountains” in Jilin Province.(3)In terms of the measure of advantageous function and diagnosis of obstacle factors,the number of advantageous ecological function in Jilin Province was the largest,followed by the production function,and the number of advantageous living function in Jilin Province was less.According to the calculation results,eight dominant function types were divided,including three single dominant function types and five compound dominant function types.The main obstacle factors of the PLE function were different in each county(city).A total of 14 indicators represented the obstacle factors in different regions,among which the proportion of production land(P6),the chemical fertilizer applied amount(E4),the proportion of ecological land(E5)and the number of hospital beds per 10,000 people(L5)were the main obstacle factors in the first order with high frequency.(4)In terms of Jilin Province based on the advantage function zoning and optimization strategy: based on the advantage function calculation results,the land space of Jilin Province was divided into the following 8 types of advantage functional areas,respectively for the production function advantage area,the living function advantage areas,the ecological function advantage areas,the production-living functions advantage areas,the living-production functions advantage areas,the living-ecological functions advantage area,the ecological-production functions advantage area,the ecological-living functions advantage area.Based on the actual situation and development characteristics of each region,this paper pointed out the main characteristics and functional positioning of each advantageous functional region by referring to the relevant regional development planning and guiding policies,and put forward the territorial space optimization regulation strategy according to local conditions by combining with the main regional obstacles.
