Research On The Performance Evaluation Of PPP Project Of Comprehensive Pipeline Gallery Based On The Government’s Perspective

In recent years,with the continuous improvement of the PPP project system and the continuous standardization of its development,the government payment mechanism of the PPP project of the integrated pipe gallery is linked to its performance evaluation.The performance evaluation of the PPP project of the integrated pipe gallery has become a new round of research hotspots.From the perspective of the stakeholders,the performance evaluation of the PPP project of the integrated pipeline gallery is carried out,and the results are not suitable and applicable to the government payment mechanism.In view of the current research status,this paper uses the government as a research perspective,using stakeholder theory,balanced scorecard method,matter-element analysis theory and other basic theoretical methods to influence the performance factors,evaluation index system and performance evaluation of comprehensive pipeline corridor PPP projects.The model is studied,and the main research contents are as follows.(1)Research and analysis the literature results that related to the performance of comprehensive pipe corridor PPP projects,based on the logical framework method,comprehensively identify the influencing factors of comprehensive pipe corridor PPP project performance and conduct frequency statistics of influencing factors,combined with the connotation of comprehensive pipe corridor PPP project performance evaluation based on the government perspective and the current comprehensive pipe corridor PPP project performance government appraisal focus screening to determine the key influencing factors of comprehensive pipe corridor project performance from the government perspective.(2)Introduce the basic concept of the balanced scorecard,conduct an in-depth analysis of the four dimensions of the balanced scorecard,determine the project performance evaluation index system with funds,processes,customers,learning and innovation as the evaluation dimensions,and evaluate the evaluation standards for each indicator in the index system Clearly defined.(3)In-depth analysis of the traditional matter-element analysis method,combined with the performance evaluation logic to improve and optimize the matter-element analysis method to a certain extent,establish a project performance evaluation model based on the improved extension matter element,and realize the comprehensive pipeline corridor PPP project from the government perspective Scientifically effective evaluation.(4)Take the PPP actual construction project of the comprehensive pipeline gallery as an example,verify the established project performance evaluation model,and put forward targeted suggestions based on the evaluation process and results.This paper conducts a research on the performance evaluation of PPP projects of integrated pipeline corridors from the perspective of the government,enriches the theoretical results of the performance evaluation of comprehensive pipeline corridors PPP projects in my country and the theoretical system of project performance evaluation,and implements the actual operation of PPP projects of comprehensive pipeline corridors by the government.Performance evaluation provides theoretical support to help my country’s PPP model achieve high-quality development.There are 5 figures,11 tables,109 references.
