Project cost control plays an important role in the whole project construction,if not reasonable cost control will affect the benefit of the whole construction unit and enterprise. The ultimate goal of railway construction cost control is to reduce cost and maximize benefit on the basis of quality and quantity. In this paper, the analytic hierarchy process is adopted to study the factors of railway construction cost management, and the importance of each influencing factor is determined through the expert questionnaire survey,so as to facilitate the cost management of railway projects and provide reference for railway engineering projects. The main research contents and conclusions of this paper are as follows:(1)Questionnaire survey method was used to investigate 28 experts, evaluate 5 major key factors and 16 secondary key factors of material,labor,equipment/machinery,subcontractor and indirect cost, evaluate their importance weight, and calculate the biggest influencing factors of railway construction cost.(2)Through the weighted analysis of the main key factors of the questionnaire sample, the weight of each factor is 24% labor force,20%material,20% equipment/machinery,19% indirect cost and 18%subcontractor,and labor force is the most important factor affecting the cost management of railway engineering.(3)Further comparative analysis of secondary factors shows that the first three most important weight values are: 1)natural disasters, accounting for 13.11%;2)Unqualified labor force and skills, accounting for 11.04%;3)Labor force,7.68%.Therefore,the cost accounting or management of railway projects should pay attention to labor factors as much as possible, and prevent the impact of natural disasters.
