The Study On The Project Cost Of BOT+EPC Mode In Expressway Construction

There have been remarkable achievements in the development of expressway construction in China during the past 30 years. But it still exists various problems in the development. Based on the literature review, it can been seen that inefficient management on project cost is one of restricting factors of expressway construction development. Recently, the construction mode of “BOT+EPC” is widely used in the expressway construction project. The mode of “BOT+EPC” has introduced social capitals to participate the large infrastructure projects to solve financial problem. And it can also achieve the integration of design, procurement, and construction, which can improve effective usage of construction funds. But there are still various problems in promoting project cost management in this mode.Through literature review, the paper analyze the theoretical basis of project cost management and the influence factors of cost management. Quantitative analysis of influence factors is conducted by using the questionnaire survey and cloud model. The key factors are identified by the normal cloud generator calculation. According to the key factors of cost management, the mode of cost management is designed including organization structure, operation procedures, and operation steps. And the constructive suggestions are put forward based on the project construction steps. Finally, a case on cost management of one expressway project using “BOT+EPC” mode is introduced for empirical study. And the research limitation and future research direction are discussed.
