Research On Influencing Factors Of Contractor’s Willingness To Cooperate Cost Control Under EPC Mode

EPC mode,as the mainstream mode of international project contracting,has been promoted and developed in domestic housing construction and municipal facilities construction in recent years.Due to the lack of EPC experience of most owners and contractors in housing construction and municipal facilities projects,the total price of the project contract determined in the project feasibility study stage or preliminary design stage is often exceeded by the completion settlement price of the contractor,and the project cost is out of control,resulting in project cost disputes between the owners and the contractor.The mutual trust between the owner and the contractor is an important basis for giving full play to the advantages of EPC mode.The collaborative project management of both sides is an important guarantee for the success of the project.The collaborative cost control of the contractor and the owner directly affects the effect of the project cost control.Under EPC mode,the contractor has a large initiative in the project cost control.To study the influencing factors of the contractor’s collaborative cost control intention and explore ways to improve the contractor’s collaborative cost control intention plays an important role in effectively controlling the project cost.By summarizing the research results of domestic and foreign scholars on EPC project management collaboration in recent years,this article analyzes the problems existing in EPC project practice in terms of cost control,puts forward the research on the problems related to cost control under EPC mode,and studies the factors influencing the willingness of contractors to collaborate on cost control.This article uses the expert interview method to conduct special interviews with experienced engineering professionals in EPC projects.From the perspective of contractor,owner and third party,it analyzes and studies the influencing factors of contractor’s collaborative cost control intention under EPC mode,and constructs an influencing factor system composed of 2 dimensions,3 parties and 11 specific influencing factors.Fuzzy comprehensive evaluation method and analytic hierarchy process(AHP)are used to carry out quantitative analysis of cooperative willingness,and a model of determining the weight of influencing factors by AHP and quantifying cooperative intention by fuzzy comprehensive evaluation method was constructed.The feasibility of quantitative model is verified by the case study of actual project.Finally,from the perspective of the influencing factors of the contractor,the owner and the third party,it puts forward specific ways to improve the willingness of the contractor to cooperate with the cost control under the EPC mode.Through the study of this paper,a new research Angle is provided for project cost control under EPC mode,and a reference implementation approach is proposed to enhance the contractor’s willingness to cooperate in cost control,so as to improve the effectiveness of project cost control,achieve a win-win situation between the owner and the contractor,and promote the extensive application and development of EPC mode.
