Research On The Index System Of Chinese Urban Cultural Sustainability Under The Goal Of Urban Renewal

In the 14th Five-Year Plan period,the Central Committee of the Communist Party of China(CPC)made efforts to promote urban renewal.In the outline,it is clear that China’s cities need to integrate economic and social development and its functional positioning and strengthen cultural construction and sustainable development.This paper attempts to construct an index system of Chinese urban cultural sustainability with the goal of urban renewal.It proposes a path to promote sustainable urban cultural development in China to clarify the path for urban renewal.Firstly,a review of cultural sustainability and urban renewal was conducted to explore their conceptual connotations,sort out their research and application status,and lay the theoretical foundation of Chinese urban cultural sustainability index system.Secondly,based on literature research,the top-down method and expert interview method are adopted to complete the construction and selection of the index system,which contains seven primary indicators,22 secondary indicators,and 179 tertiary indicators.After that,three methods of determining indicator weights,namely Analytic Network Processis(ANP),Entropy Method,and Combination Weighs,were used to compare and finally choose total indicator weights to construct the indicator system,i.e.,the indicator weights were calculated by using subjective and objective combined weighting.The results of the weight calculation show that among the primary indicators,economic vitality has the highest weight value,which indicates that economic vitality has an important influence on the urban cultural sustainability in China,while cultural vitality and cultural diversity come next;the subjective and objective weights of the remaining indicators are the same,which indicates that the indicators can reflect the objective evaluation issues.Subsequently,the TOPSIS was used to complete the overall evaluation and ranking of the capacity,level,and situation of cultural sustainability of the four sample cities,likes Beijing,Tianjin,Shanghai,and Chongqing,between 2015 and 2020,and the overall score of cultural sustainability of the sample cities was calculated.Beijing always leads in cultural sustainability,with the best performance in cultural heritage,cultural vitality,economic vitality,and "eco-cultural" civilization indicators;Shanghai ranks second,with the best performance in economic vitality and cultural diversity indicators;Chongqing ranks third,with the best performance in place and "eco-cultural" resilience indicators;and Tianjin ranks last,indicating that Tianjin’s cultural sustainability is at a lower level among the sample cities.Finally,combining the evaluation results and suggestions of the sample cities,we try to propose a path to promote the sustainable development of urban culture in China,i.e.,to protect urban cultural heritage and maintain distinctive urban culture;to stimulate urban cultural vitality and promote urban economic development;to promote urban cultural diversity and create urban harmony and tolerance,and to build urban ecological environment and guarantee sustainable urban development.
