Sand is an indispensable mineral resource for national economic construction,and an important guarantee for maintaining the process of local urbanization and accelerating local infrastructure construction and economic development.According to the relevant provisions of the Mineral Resources Law of the People’s Republic of China,mineral resources are owned by the state.At the same time,as a common mineral resource,sand resources need to be developed and utilized by any organization or individual enterprise with relevant licenses.At present,due to the increasing demand for sand,the price of sand remains high,and lawbreakers are driven by profits,resulting in chaos such as illegal sand mining and ultra deep mining.As the main body of market supervision and social fairness and justice,the government and its relevant departments have the responsibility to establish a scientific and reasonable order for river sand mining and gravel market,as well as effectively crack down on illegal river sand mining activities,ensure that sand mining activities are conducted in accordance with the law,science,and order,and maintain the fairness and impartiality of the gravel market.This is a top priority.The treatment of illegal sand mining in the river of Pengzhou City channel is representative,progressiveness and can be used for reference.Firstly,the paper describes the basic situation of river sand mining in Pengzhou and the common problems existing in the course of river sand mining treatment,and indicates that Pengzhou has been exploiting this work for a long time and has accumulated some experience.Secondly,Pengzhou has actively taken a number of measures in the governance work,and has achieved good results;Finally,Pengzhou has also established governance organizations and introduced supporting systems in line with the times in carrying out the illegal exploitation of river sand and gravel,which can to some extent solve the common problems faced by other regions in similar work,and has certain replicability.Based on the theoretical framework of public resource allocation and collaborative governance,this article conducts a case study of Pengzhou Municipal Government’s efforts to control illegal sand mining in river channels,and analyzes and elaborates relevant governance work from the perspectives of public interest priority and market order protection.Firstly,the goal of prioritizing public interests was clarified,and then the goal was achieved through four major measures: ensuring the production of sand resources,integrating the resources of the sand aggregate industry,reasonably arranging the supply of sand,and increasing the quota of the civilian sand market.Secondly,it has been established that the market should be the main body of governance,starting from cultivating healthy market entities,establishing sound governance mechanisms,and increasing regulatory and law enforcement efforts,to take specific measures to ensure the normal operation of the sand and gravel market order.Finally,based on the above content,we can draw inspiration from the governance of illegal sand mining in Pengzhou.This study believes that giving priority to protecting public interests is a prerequisite for the governance of illegal sand mining in river courses,and fully ensuring market order is a key factor for government governance of illegal sand mining in river courses.This article describes the specific practices of Pengzhou in carrying out illegal sand mining in river courses,analyzes and extracts relevant experiences,with a view to providing some reference and reference for grassroots governments to control the chaos of sand and stone mining in river courses,build a scientific and efficient modern governance system,and improve the effectiveness of comprehensive governance.
