A Study On The Problems And Countermeasures Of Construction Safety Regulation In Lanzhou

In recent years,with the accelerating process of urbanization and the rising level of economic,the construction industry has also been rapidly developed,but also the continuous occurrence of safety accidents in the construction process,to individuals,families,enterprises and society has brought great negative impact.The government shoulders the responsibility of safety supervision.How can we improve the government’s safety supervision and management level of the construction industry,so as to reduce safety risks and promote and ensure the production safety of the construction industry? This has become the focus of production safety,and it is also the hope of this paper to provide some practical guidance for reference through systematic analysis and research.By systematically sorting out relevant researches and important concepts at home and abroad,this paper summarizes the current research emphasis and relevant results,which serve as the empirical supplement in the theoretical perspective of this study.At the same time,according to the content missing or not clearly expounded in the existing research content,it also serves as the foothold and starting point of the theoretical research of this paper.On the basis of the above,field research is taken as the core research method of the research,and the status quo of safety and quality supervision and management of Lanzhou construction industry is described through the overall investigation and research of Lanzhou construction industry.The theory of public safety management,cooperative governance theory and government supervision theory are taken as the theoretical basis.This paper makes a comprehensive analysis on the current situation of safety production in Lanzhou construction industry in terms of regulatory policy,regulatory subject,regulatory content,regulatory process and regulatory evaluation.The results show that the existing regulatory policies of Lanzhou construction industry are backward and the standards lack effectiveness.Lack of cooperation mechanism between regulatory bodies and shirking responsibility among them;In terms of regulatory content,regulatory resources are lacking and it is difficult to guarantee the regulatory content.The number of projects in supervision and execution increases sharply,and human resources are weak;Abuse of assessment tools and lack of standards in regulatory assessment.The reason lies in the disconnection between regulatory policies and the safety supervision needs of the construction industry,the ignorance of interest coordination and full responsibility allocation resulting in the inaction of the supervisory body,the over-complex resource approval process resulting in the failure to implement the regulatory content,the closure of the regulatory implementation process resulting in the block of regulatory resources,and the neglect of scientific evaluation models resulting in the lack of reference for regulatory evaluation.On this basis,the paper discusses how to improve the safety supervision of building projects in our country,and thinks that should take demand as guidance to optimize the safety supervision policies;Build multi-subject cooperative supervision,strengthen the subject strength;Reshaping the approval process of resources to ensure the implementation of regulatory content;Coordinate multiple resources to ensure the regulatory implementation process;Establish a risk assessment model to evaluate the validity of safety supervision.This paper expects to promote the innovation of safety management ideas and management system of local construction enterprises through the study of safety supervision of Lanzhou construction industry.
